Hamilton CI RAPIST
This email concerns several victims of sexual assault by a former CO at a prison in Florida.
The basic facts are that there was a Corrections Officer named David Deas at Hamilton C.I. in Jasper, Florida. I know that at least as far back as 1999 inmates complained about Deas making sexual advances, sexual assault, battery, rape, etc.. Back then he was Food Service Director at Hamilton Annex.
Incredibly, even with the complaints, Deas was later transferred to the position of Classification Officer where he had direct control of the classification of inmates. He abused his power many times, and raped and sodomized numerous inmates. He was finally stopped in 2003 when one of his victims told a (good) CO who actually did something about it. This was only after years of all the other Corrections officials doing nothing to stop him from raping numerous victims.
After he was set up and caught in the act, Deas resigned his position in April 2003. He pleaded guilty to much lesser crimes of sexual contact with inmates and received a year of house arrest and 10 years of probation.
Four of Deas's victims are filing a lawsuit. I am sure there are many at Hamilton (or who were there then) both employees and inmates, who know about Deas and know of other witnesses.
We are currently trying to locate an address for former warden Bobby Dodd so he can be served, but are having a hard time finding him.
I appreciate anything readers can do to help locate witnesses and information.

I happened across your page recently while playing with google search, and noticed how outdated your Hamilton CI page has become. I will attempt to provide you with the most pertinent information you seem to be lacking.
The work-camp has two open bay dormitories that house 144 inmates each, for a total of 288. The W/C is usually kept full. The annex has 5 open bay dormitories capable of housing 142 inmates each (71 per side), and 3 2-man cell 'T' buildings, which can hold 258 each (one is used as confinement, 2 men per cell) for a total of 1484 available beds. This doesnt include the hospital which can hold 20 inmates. The dorms are never full to capacity, the average open bay has at least 6 empty beds, the T-buildings around 9. The exception being Delta dorm, which is transitional, and usually is barely half-full at any given time. I'm not certain what the capacity is for the main unit, but its more than the annex.
We now have a new warden (a Crosby crony) Jack Sapp. His assistant wardens are Hudgins and McCallum. The Colonel is David Coleman. Hamilton has gone down-hill drastically since they took over.
The Colonel's policy is 'Never return a half-empty can of gas, use it all' and 'if you use gas, use force'. As a result of his 'new' policies, fake DR's have escalated, but a few needed reforms have taken place: Movement on all three compounds is much more orderly, and inmates have and wear their ID cards as described in the rule books (which have been updated for the first time since 2001). Inmates are also much more informed about what they need to do to stay within guidelines, where as before the rules were cryptic and more randomly enforced.NOTE: 8/30/2006 - Even in FDOC the wheels of justice turn. Capt Coleman was promoted Colonel at Hamilton C.I. However this didn't last long. His sins finally caught up with him regarding Officer White resulting in his demotion to Sgt and tranfer to another instiution. Rumor has it he is still under investigation. Not all of us play these games and find this an embassment to DOC officers. Kindly pass this to Mrs White as I'm sure she will gain some satisfaction from it. A DOC officer that remembers.
A number of the good officers have left for other institutions and been replaced mostly by 19 to 25 year old 'guard' wanna-be's. A few of the professionals are gone fighting in Irag (Sgt T. L. North for one). Lt. Pam Brown is no longer administrative LT, she's been replaced by a Lt. Ross (male) who aspires to be a colonel someday, and thus licks many a jack-boot. Sgt P. Allen is now a Lt. at the main unit on admin shift (can you say 'softball'?).
Though we have more than one doctor (as misreported by Lt. Brown), medical care is deplorable. Numerous inmates have been sent back to the dorms with multiple seizures because there are no beds in medical and the on-duty nurse is too lazy to send them to the hospital (or the shift OIC wont allow it).
Mrs. Lamb, who runs HCI's Aramark food service is in severe cost cutting mode, and fires any employee who questions her. Inmates recieve about 2 inches of juice in the mornings, grits are watered down, and very little meat used in gravy. Dinner meals are constantly served late, with strange substitutions (like old coffee cake to replace dessert cake), and the chicken is as ever raw.
For the 'dumb beyond belief' section (wish you had one), 3 Officers were fired a couple weeks ago for sleeping...at an outside hospital...armed....within 5 feet of the inmate they were supposed to guard. One was in a spare bed, under the covers, he was the one with the pistol. The other two were in the hospital recliners covered with blankets. A nurse called the shift OIC, and when he showed up the inmate waved to him and kept watching TV. The best part: Two of the officers were softball players working overtime as a favor.
On a broader note, the wearing of 'bulletproof' vests by all staff at all times is false. They are stab-vests, and only required in confinement units of select institutions (like UCI) so far. Pepper spray is available to all staff, and most do wear it.

2004: Recently Florida Legislators helped the FDOC step on the toes of prisoners and their families once again. A "banking fee" of $4 per month is to be levied against the money on any inmate's account. Since the FDOC does not feel it important that people in prison have jobs, in most cases, fees have to be paid by families and friends of the inmate. Hamilton prisoners seek relief with a grievance.

My son was sentenced to 14mos.approx. and was sent to Hamilton Correctional. While there we complained for him to the warden and Tallahassee that his life was being threatened by a predator. The warden put him in what we thought was protective custody but everything seemed to backfire as the officers were abusive and he was mistreated. The warden told him not to complain anymore. Some of his time was taken away and this is what we want back. He was finally moved to Putnam Corr. which he finds to be more agreeable and to have better conditions. He has found that there are many others who have had and still have similar complaints. There have even been deaths due to some inconsistencies and cruelties. But we are hesitant to complain until he is out and free! Do you have any suggestions? and is there an ongoing investigation?Sorry to say, I do not know of any formal investigation of Hamilton CI. We can always hope someone from warden to regional director on up to Tallahassee cares what's going on in these prisons, but as far as I know, the only 'investigation' being done is by MTWT and other outsiders who care but don't really have the authority to penetrate the wall of silence that surrounds any institution where there is chronic wrongdoing. Professional Correctional Officers
I'd like to talk about terminology for just a moment here. There is a big difference between Correctional Officers and Guards. C.O.s ARE professional. They manage to follow DOC rules, but can still remember that they are dealing with human beings. As I learn about them, I'd like to give recognition to those special human beings who have learned how to do both.
SGT. LEE It is reported by staff and inmates alike that Sgt. Lee is firm, by-the-book, but fair and compassionate. Sergeant Lee proves that these traits can effectively co-exist.
C/O T.L. NORTH Although C/O North is, in his own words "very strict", and follows the rules all the time, he is very fair, according to inmates who 'don't want to disappoint him'. He does not tolerate any violations of the rules and treats everyone the same. At the same time he is professional and carries himself very well..

Thirty eight (38) men took the GED test at Hamilton this week. Two senior staff members are combing the records of the men already in place and the new arrivals, conducting dozens of interviews each week, encouraging the ones who are getting close to eligibility for testing to get remedial assistance, placing them with tutors and/or classrooms, and are genuinely interested in what they are doing. It saddens me that I didn't meet this group of educators a long time ago. They each deserve the MTWT GOLD STAR AWARD!

POSSIBLY ERRANT GUARDS:
When I refer to "guards" as opposed to "'Correctional' Officers", I speak of those who have decided to use their positions (and in many cases their family names) to get away with everything from mailroom theft to mental and physical torture, and sometimes even murder (re: Frank Valdes ). There are some who do not behave in such a manner, but must be termed unprofessional none-the-less. These are the ones who make up the "Wall of Silence" that enables errant guards to do their dirty work undetected. Good people who are just not professionals fearfully look away from things they should speak out about, allowing unprofessional people to ruin the reputation of real 'Correctional' Officers for everyone.
COL. PARRISH ( Perish)
Mis-Using position of authority for personal motives
Col. Parrish used to work in Hamilton Annex. He allegedly has a group of "bully boy" guards at his beck and call. Things were pretty rough over there, but now the Colonel has been transferred to Hamilton's Main Unit, taking his 'boys' with him. He's reportedly recruiting new guards into his abusive crew. The main problem with no one investigating Col. Parrish is that Hamilton Main houses many of Florida's youth, 14 to 21 year olds (well, I guess 13 year olds can be included now that Lionel Tate has been convicted to life). It is reported by inmates and Tallahassee DOC staff...(who will remain unnamed because retaliation against employees who tell the truth is almost as severe as it is on inmates trying to report abuse)...that "UNSPEAKABLE THINGS are occurring in Hamilton Main confinement units". As of now, he continues unabated, but change is coming..
JAN 2003 UPDATE: Col. Parrish has retired.

Sgt. Allen has apparently appointed himself "guardian of the medical passes". He takes it upon himself to tear up passes for medical conditions given to the inmates by the medical staff. In some instances he causes great pain and sickness to those he robs. |

Allowing errant guards to continue to work for DOC is most dangerous now, since Michael Moore has decided that all CO's will wear bulletproof vests and carry pepperspray on their person at all times.
Friday, April 13th, 2001:
I received a letter today, actually 2 letters.
There was an affidavit, the original enclosed, signed by inmate John Oneal, and stated that he was beaten by guards and the incident occurred April 1, 2001. It all started at count time about 7:30 pm, when John Oneal was assaulted by 2 guards.
Inmate Oneal, who just turned 21, said he could not state to medical what happened, because the sergeant was there and he knew his life was in danger. However, medical did see him and should have records.
Oneal just went in January of this year-----he also just turned 21 years old.

NOTE: Did you know that an inmate can be kept in the hole without charges for 180 days? That's six months without even being charged for anything. Long periods in isolation are dangerously negligent to physical and mental health. I don't like the idea of making people sicker and then releasing them into society. I thought the whole idea was to help them heal so we'd all be safer. I thought the concept was that their time in prison was to be used for reflection and improvement; that their sentence was their punishment, their repayment, not a free-for-all for guard torture, neglect, and abuse.
THE MAIL ROOM AND OTHER PROBLEMS
There are recurrent problems at Hamilton in many other areas, including the mail room. Guards have found they can muffle a prisoner's communication with the outside by manipulating the mail. In fact, in some very probably unauthorized cases, depriving an inmate of his mail is another form of punishment. Stealing and destroying mail is also a way they prevent tales of their worst behavior from getting out of the prison where someone might do something about it! Occasionally a mailroom employee of DOC will steal stamps, money orders, books etc from inmate's envelopes.
But, right now the worst addition to the tension in this terrible institution is the unbearable heat, which in the confinement wings has reached above 110, and there is a lack of ventilation that the warden says is from mis-wiring that repeatedly results in burnt motors. The warden mentioned H-wing ventilation problems, but in wings like I-Dorm, even at 8:00am, the heat is so oppressive a half hour of it will leave staff with sweat-soaked clothes. I have no way of knowing if this mess with the ventilation is sabotage or another order from Michael Moore (it's happening at many Florida prisons). But how does this aid in the rehabilitation of prisoners? How does the heat make guards safer from those who exist in the nearly airless cells? For God's sake, we wouldn't allow people to leave their dogs in this kind of heat without calling in the Humane Society. I can't believe, if Warden Turner knows everything going on in Hamilton as he suggests, he has done nothing to stop it. Whether he's professional or not is unknown to me, but it's a good time to find out. UPDATE: On or about July 20th, the ventilation began to work correctly and a small, but much needed movement of air was effected.UPDATE: By August 9th, the fan was "broke" again. The brief respite is gone. Temperatures in close confinement now reach over 120 with no air flow. Much illness is reported from close quarters and germs in the heavy air. Cardiac problems have escalated.
PROFESSIONAL MEDICAL STAFF
"Do No Harm" is the oath of every doctor.
I would like to acknowledge those dedicated medical staff who try so hard to
"do more with less" under Michael Moore's harsh DOC "restructuring," while understaffed and under equipped.
Dr. Emanuel...
...who treated the entire Hamilton prison population alone for a month before Tallahassee hired a new doctor to help. Dr. Emanuel holds high principles, gives quality care, and works long hours to adhere to his oath of medicine. How long will it take for the DOC to break his spirit or lose him?
June 20th, 2001: More and more letters are complaining of poor to no medical care. Dr. Emanuel appears to have become overwhelmed with the whole thing.
MORE ABOUT MEDICAL
Many of the problems at Hamilton are due to the dwindling medical staff's inability to care for all the inmates needing care. Many of the patients are being moved to Columbia "C"I., all part of Mr. Moore's reorganization plan.
Michael Moore continues to cut medical staff and the benefits necessary to keep decent doctors and nurses working for the DOC. The only consideration in prison medical care for him seems to be the bottom line budget. But you can only persist in that vein so long before the quantity and quality of medical care becomes barbaric. Florida has sunk into that category thanks to Michael Moore's directive "Do more with less."
It's really funny. Michael Moore is equally disliked by inmates, family members, reformers, and staff. In fact, it seems that the only person who wants Michael Moore in Florida is family friend, Jeb Bush.
As one DOC staff member so hopefully put it, "Maybe G.W. will win the election and take Michael Moore to Washington with him. Then maybe things can get back to normal around here!"
NOTE: I really do believe that most of the medical staff, doctors and nurses at Hamilton do their best to deal well in a limiting and impossible situation.
When Michael Moore refuses to allow enough budget to provide proper medical care and adequate medical staff, he is violating the provisions for minimum standard of care allotted by law and UN treaty.
