VISITING DADE CI

2005: New warden.  Improved processing of visitors. Very intrusive searches at times. Be prepared to have your loved one wait in extremely long lines. Terrible food for inmates.  Very strict mail procedures.  By 6 A.M. on Saturday morning the line-up of cars across from the institution includes about 40 cars. Some relatives begin to sleep in their cars overnight on Friday at about 6 P.M. in order to get choice of seating and food in the visiting park.  Enrollment slips are provided at the gate entrance (one per family).  No white tee shirts allowed.  Bring a change of clothing since certain officials will not allow you in if they deem your dress inappropriate.  Books available in the visiting park for children.  No other activities for young or teen-age children.  No canteen for families, only vending machines with ridiculous prices.

Lodging available about three miles from institution.  Since it's a tourist area, hotel prices are ridiculous.  Can locate cheaper places going south on US 1.   Wal-mart nearby.  Turnpike tolls begin at $1.00.  Description of Dade CI on the internet.  Women's prison on the same grounds with the men's prison although completely separate.  Very limited educational opportunities for inmates.

THE LATE GREAT DADE ESCAPE


"You are certainly right about what you say about the ballooning of the number of people incarcerated in Florida these last few years. I note that Dade CI's maximum capacity is stated as 553, yet its own "current inmate browser" website contains some 661 listings. I expect this overpopulation is certainly not confined to this one establishment."


May 29th, 2005:  Although Dade CI has always been a very laid-back camp (Inmates call it 'Margaritaville') with little problems from either inmates or staff, there was recently an escape attempt and an invasion that has disrupted the camp.  Here is MTWT's effort to clarify who, what, when, and why.

Hi Kaylee, my husband is presently at DCI, and yes, you are correct. For the past month since the escape of the 3 prisoners everything you said has been happening. They are at the point of bursting since they have no rec. time.  Thank God someone brought this up, I thought I was one of the very few wives who knew and not knowing what to do about it.

"My fiancé has been in prison since 1992 and has just recently transferred to Dade CI/Annex from Taylor CI. We are so happy with where he is now and that the attitude of the staff at Dade is "normal". We don't deny what he's done or the fact that he has to pay for his non-violent crime, but he does not need to be treated less than human while he pays his debt to a society which doesn't care whether or not he even exists.

God has kept him wonderfully sane and for that we are thankful. I applaud every effort at shedding light into the dark corners of our free world...areas that don't exist for those who have no loved one trapped within the belly of this beast."

As of September 2001, DOC is making big changes at Dade, changes such as controlled movement of inmates and tightening up the visitor's park.

FOR GOLD STAR OF PROFESSIONALISM 

"Sergeant Milton Billups, who is a wonderful man, has requested to be removed from the responsibility for the visitor's park.  Some of the visitors are just as responsible for this change though, because they let their children run wild and Sgt. Billups has had to, on more than one occasion, make an announcement that he is not running a day care.  He says it kindly and firmly, but the parents that have chosen not to take charge of their children have made it harder on everyone. "

I encourage all of you to do what you can to preserve any positive positions by behaving as you would like to see the staff behave. We have to change the public image of prisoners and their families.

For the time being, I am going to put this Region IV inspector on the Dade CI page. We get far too few compliments about the inspectors in the Florida DOC.

"I want to thank Inspector William Budd, a regional inspector in Miami.  He is a wonderful person and always keeps his word.  He has done alot to help me. I believe Inspector Budd deserves an award. He is very kind and caring.   Also he is genuinely interested in helping people. I have cancer and it is terminal.   After I told Inspector Budd my story, he had my husband moved back from the Everglades. I know it's hard to find someone who is ready to listen and help. But I am eternally thankful for Inspector Budd.  May God bless him always."

"I am pleased that you or anyone would have made a comment or noticed my work activities.

Truth is, I'm totally new to the DOC and assuming supervisory responsibility for Region VI of the IG's office.

On many occasions I have had interaction with inmate relatives, friends and associates.  Even though inmates/convicts are under control of DOC, they are Human beings and are entitled to fairness.  Institutions are difficult environments, inmates are difficult, frustrations run high with staff, things sometimes go wrong.  The IG's function is to investigate and cause to be fixed that which needs fixing.

In doing the job, I must maintain a neutral position, telling about things as they are.  I must also respect the feelings of those persons having someone they care for who is incarcerated.  This has got to be heartwrenching for many.

I have and will continue to pattern my work according to DOC Rules, etc, and toward that which is fair and considerate to all concerned.  What I may do is in no way done for purposes of recognition.  I know when I've done something good for someone and that makes me feel good within myself.  It encourages me to go to work the next day or night and so on.

It is equally important to remember that behind inmates/convicts, there are victims and their families, friends and associates who continue to suffer as the result of the inmates/convicts actions.

On both sides there is an incredible amount of pain and agony.

I truly thank you for taking the time to let me know that someone appreciated something I have done for them."

"The new assistant warden is from Mayo and he seems to think he's going to be able to enforce that "North Florida" mentality down in Dade County but we pray it isn't going to work."

My first reaction was, Good prisons in Florida are hard to find.  Perhaps he is here to learn how to do it right. However, to make certain this information was correct, I contacted Warden White, who responded,

"Mrs. Jennifer Folsom is the Assistant for Programs and Mr. Jerry Higginbotham is the Assistant for Operations, neither has worked at Mayo C. I.

Historical Information: This facility was established in 1976, originally to house minimum and medium custody adult male inmates. In September 1990, it was converted to a female facility to house minimum, medium, close custody and all medical grade inmates. Dade C.I. currently provides academic, vocational and self-betterment programs. Big Pine Key Road Prison and Dade Annex, both under the supervision of Dade C.I., house adult male inmates.

Directions: Take Turnpike to last exit south (to Florida City); turn right at first light (W. Palm Drive), go straight for two miles to 4-way stop (Tower Road). Turn left on Tower Road and drive for 1˝ miles to the next 4-way stop (SW 376th Street). When you pass that stop sign, you will see the institution on left side of the road. Make a left at 377th Street onto institutional grounds.
