Luxembourg
This incredible country is quite tiny and definitely overlooked too often. Nestled between France and Germany, the people seem to speak a little of both languages. It's a beautiful place and fairly cheap, though it's a little hard to find trains there sometimes. Though their system of government is a bit strange (run by a Grand Duke and his 12 hand-chosen ministers), it's definitely a great place to check out.
