APRIL 2, 2003: UPDATE ON WILLIAM SIBLEY
and his reported "Murder By Suicide":

The following will also be sent via email to all who received the March 27th email "MURDER BY SUICIDE", which is included on this page. Although I am no longer sure of Mr. Sibley's actual situation, we will continue to probe for information and will keep our eye on him and on the guards named.


MTWT receives reports concerning the condition in Florida prisons from a variety of sources. I now deal with approximately 2000 prisoners and many of their families, as well as many employees of the department, both professional and not.

Over the years I have developed a pretty good sense of which stories to use and which don't sit right. My one prayer in this project has always been for discernment. However, being human and dealing with an agency that prefers to make it ever more difficult for the public to find the truth, I'm bound to make a misjudgment occasionally and that is exactly what has happened in the case of the Starving of William Sibley.

I put the story out almost immediately after hearing it for two reasons:  First, my source for the story is a very reliable one who has long done very good and trustworthy work.

The second reason the story went out without further research is that, when a man is being starved and is at the point of hospitalization, and his would-be murderer sits at his bedside, it is an urgent situation and there is no time to dawdle. That urgency is why the details of this story got past both my source and myself.

After much seeking for further information concerning the situation, I no longer believe Mr. Sibley's situation to be one of dire emergency.

I feel compelled to retract the information I sent out in the email entitled MURDER BY SUICIDE.  I am no longer comfortable with the report and do not believe Mr. Sibley's medical situation to be a crisis.

I urge all my sources to try everything to make sure that reports of dire situations are true emergencies before taking them public.  I, too, will continue to do all I can to make sure you, the reader, are made aware of anything I become aware of.  If I find I haven't reported the truth, the full truth, and nothing but the truth, you will be the first to know.

I appreciate everyone who sent mail in on William Sibley's account. You are good and caring people. Don't let mistakes stop you.

At this time, unless I learn some concrete fact that changes the situation, I hereby public apologize to my readers for the incomplete information contained in the original email.  I also offer a rarely needed apology to the Department of "Corrections", to Union CI and to the officers named.

I will continue to search for further info in this case, and really won't be totally satisfied of the truth until a person of honor actually visits with William Sibley and informs us of his condition. I promise to keep you updated.

Subject: URGENT--NEED HELP--PLEASE READ

Ok I know this request is going to sound off the wall because it concerns my ex-husband who was a pain in my ass for years. But regardless, he is now in UNION C. I. & his life is being threatened. So much so that he will not eat. He has not eaten in sooooo long that he can't keep water down & is now in the U.C.I. hospital.

I wrote to the appropriate people & got a nice response saying it was being looked into. BUT the threats have not stopped. I just received another letter from him saying that they put one of the guards that is doing the threatening in the hospital on duty & the guard told him. "See you are not safe anywhere." So once again he did not eat. He was told they would poison his food. That's why he wasn't eating.

Now, I've known this man for many years. He GREW UP in institutions. He does not---DOES NOT----scare easy at all. But this man is truly in fear for his life. I've tried to get his new wife to do her job & stay on the DOC but she has shit for brains. I honestly think she has not even bothered to write the first e-mail to them. Well, she has bigger fish to fry right now.(another man) GRRRRRR!!!

ANYWAY, I REALLY REALLY NEED for everybody that can, to write an e-mail to the people at the bottom of this e-mail & let them know that Billy is not going to be left alone to die.

Say anything you like. At this point it's balls to the wall for him.

Officers involved----now keep in mind that Billy has Dyslexia--so the names might be spelled wrong but as best as I can make out---their names are: Young, Cagle, & Henley & now Young was in the hospital threatening him AGAIN!!!

I know he is being threatened & I want to know his status & what is being done to rectify this matter. If you write, PLEASE send a copy to me of everything you send and any responses you get.

This letter concerns three particular officers currently in the employ of the Florida Department of 'Corrections'. 

The three of them are involved in a premeditated, calculated, coldblooded murder attempt.   

 
The three officers I refer to are named Young, Cagle, and Henley, and all three are currently employed at Union CI in Raiford, Florida. These three officers are attempting to starve a man to death.

Their crime is being committed under the color of law, and up to this point, without hindrance from the administration.

 
Officers Young, Cagle, and Henley have threatened to poison Mr. Sibley's food, thereby cunningly and effectively preventing Mr. Sibley from eating.

Mr. Sibley has now gone without food for so long that he can no longer even hold down water.

The administration knows about Mr. Sibley's dire condition, because they have moved him to the Hospital section.  They may not, however, be aware that the starvation of Mr. Sibley has been the intentional result of threats by the officers named.

I'm sure the administration feels that being in-hospital will help Mr. Sibley recover.  However, Officer Young has managed to secure himself a position at Mr. Sibley's bedside in order to continue the threats until Mr. Sibley dies.


Officer Young has moved his duty station to the hospital section and continues to taunt the dying man with remarks such as, "See, you are not safe anywhere."

After the deaths/murders of Frank Valdes and Archie Davis and so many others, the public is growing weary of the behavior of criminals wearing the uniform of the Department of Corrections, and the refusal of the system they represent to put an end to their errant behavior.

We are asking that the department conduct a thorough investigation into the condition of Mr. William Sibley and the unprofessional, irresponsible and outright criminal behavior of officers Young, Cagle, and Henley.

It would be better to reprimand the officers now and make sure they have no more access to the prisoner than to wait for Mr. Sibley's death and then have the expense of bringing the offending officers to trial for murder.

You have been made aware of the situation.  Conduct yourselves accordingly.

This is the attitude that will get someone killed someday, and I'm not just talking about guards' or prisoners' deaths.

Allowing and encouraging abusive behavior of those incarcerated puts society in danger when the system has to let them go.

What part of this do you not understand, Mike?  An angry ex-prisoner or deranged guard could put someone you love in danger one day just as easily as my loved ones.

In response to your recent correspondence to Deputy Secretary C. George
Denman expressing your concern about inmate William Sibley, #626035, he has
instructed me to review his current situation and welfare.

I can assure you that the Florida Department of Corrections will not
tolerate or condone any abuse of its inmates.  Medical staff are available
to treat and evaluate all medical problems presented by the inmate
population.

I will refer this issue to the Inspector General's Office by copy of this
memo and your correspondence for investigative review and appropriate
action.

Hopefully this action will help to resolve any concerns you have about his
welfare.  Please feel free to contact this office should you have any
additional issues or concerns that I can address.
