I received this letter from an inmate at Wakulla today 12

KAYLEE'S NOTE ON HEMPHILL: This is the lady officer who supposedly instigated much of the reported abuse against Archie Davis before his untimely death. According to reports, Reba Hemphill went back Tampa for cancer treatment. She could be back. She still lives on the grounds from what I understand.

I received this letter from an inmate at Wakulla today and it warrants your full attention. I am asking for an investigation.

Wakulla, CI is a camp that is used to doing things there way, and then covering up the dirt. A call to Assistant Warden Watson would be cool.

Also there's a certain Sgt. Nellums who keeps harassing me because his friend, Ofc. McDonald, who I wrote up for retaliation and harassment concerning a grievance I filed against Ms. Slaughter, the ex-law Librarian, who probably told him about me. I see them talking quite frequently around me, when I'm going to chow especially, and looking at me, as Sgt. Nellums looks at me with a leering smile.

Well the said Sgt. Nellums tried to get me locked up for eating twice (which was not true), when all I did was get up late one Sat. morning and try to catch my dorm and eat chow. But I wound up eating with another dorm. Well, Sgt. Nellums called my dorm sergeant, Sgt. Kneel, by last name, and Capt. Hemphill [See Archie Davis http://www.angelfire.com/fl5/davis] also then proceeded to accuse me of eating twice.

Well the outcome was there was no proof of what he [Sgt Nellums] was saying, and all I received was a C.C. for eating with an unassigned dorm.

Today on 12-9-02 when I went to inquire about my legal mail box, the said Sgt Nellums called me off the bench by the Capt.'s. office in this manner. "Hey you." (He knows my name well). "Come here!" (The Capt. being present). "Have you been eating twice every meal still?" I replied: "That was a misunderstanding on your part."

He [Sgt. Nellums] then said (after I gave my I-D to Ms. Washington, who was checking in my legal mail), "Shut up and sit down is what you do!"

Sgt. Nellums likes to harass inmates, and lock them up on bogus D.R.s, or likes to use other officer friends of his to harass inmates who write him up or go to the Capt. or the Superintendent/Warden on him.

Because I fear retaliation I'm writing you this. Retaliation on both issues; mailroom and Sgt. Nellum's harassment.

There is an inmate here called XXX XXXXX, who right now is going through the same problem with Sgt. Nellums. XXXXX's family has spoken with F.D.O.C. higher ups in Tallahassee, who've called here. The assistant warden in charge of security, Watson by name, is real hot and further threatened XXXXX.

I'll give you pretty much word for word what he told XXXXX today at his office, but for now let me say that Sgt. Nellums has two officers, or really three: Off. Crow, who I think is at the Work Camp that has been finally opened - unfinished but finally opened. (Whereas you know they've been saying is was open and functioning for a long time and taking state money saying it was for the work camp).

But anyway, Sgt. Nellum's harassment and lockup squad consists of said Off. Croy, Off. Hamilton, and Off. Messer, who threaten and lock up any inmates who write up officers, staff, etc. or report their dirty deeds to say the least.

Again this Sgt. Nellum is on a mission to lock me up, or case me up, since the complaint I wrote on 8-28-02 about Officer McDonald and Ms. Slaughter.

The only reason I haven't written him up until now is because I thought he'd let up, but it's getting worst. He's given me no choice. A few days ago my cell was shaken down. (me only) it was on Sunday, then Monday evening I was called to the Capt.'s. Off. with other inmates, and was subjected to a piss test, which when my turn came, they only had one piss test left, but there was me and another inmate left. The Capt.. was going to "eeknee, meeknee, myknee, moe" us, but I said I'd volunteer to take it, and he sent us both away.

The next day, Tues. morning, Officer Croy calls me in for a piss test which I pass, and he says (Off. Croy) "Medina why isn't this test showing anything?" I said, "I don't use drugs anymore", he said, "Bullshit! " and made me take another one, which I passed, and he said, "Why is this test showing nothing Medina? You take something to pass it?" I said, "No! I don't use drugs!" He said "Someone told me to test you." I said, "Well if it was an officer I can't say why, but if it was an inmate, this camp is full of snitches who just want to get heat off them so they snitch out others, even if they're clean."

Off. Croy then said "Oh, it's an officer." Then I said "Well, I probably know who it is, but I'm not going to say." He said, "Medina get out of here now before I lock you up just because I can." So I left.

This garbage is getting old. I'm writing all this up, and hope you'll make some calls to Tallahassee, and this Institution about all this B.S. Please let Watson know you know his personal opinion about inmates, and that you know his game is retaliation. I'll be here on the front lines, and please, if I'm ever beaten to death, get some pay back for me. :)

Now about XXXXX: He was called up to speak to assistant Warden Watson, Colonel Colsen, and Capt. Jeters today. XXXXX's Family called Tallahassee and informed them about how Sgt. Nellums was harassing him. Which today the harassment continued with Officer Hamilton, and Messer. They had XXXXX picking up cigarette butts off the ground in the rain and cold.

Well, XXXXX went to see Mr. Watson, The Colonel and Capt. Jeters. Mr. Watson then proceeded to threaten, and scream at XXXXX, saying, "Let me tell you inmate, I don't appreciate Tallahassee calling me up and telling me how to do my job! Further more I think that every inmate on this compound is garbage and they're all pieces of Shit... Whining pieces of shit, who would never make it at a real prison. Further more, I don't give a care if 70 inmates witness something, and one officer says different, I'll believe my officer. And let me tell you, I don't give a shit about your family or anyone else I run this fucken camp and you're a piece of shit and I feel like locking you up right now. As a matter of fact, if I hear about you anymore, I'm going to lock your ass up for so long that even you won't remember who you are!"

Needless to say, that I wasn't shocked about what XXXX told me concerning Mr. Watson: I was at Washington CI where Mr. Watson was a colonel... I know his Modus Operandi.

Well, now I'm also fixing to go through the grinder. Please call Tallahassee and reveal what was said to XXXX XXXXX and about my situation also.

Please also call up here and let them know you know about Sgt. Nellums, Off. Croy, Off Hamilton and Off. Messer, Oh and Capt. Hemphill who is racist against Hispanics, as I also think Sgt. Nellums is. He's called me Julio, and Poncho which are derogatory racial slurs being those aren't any of my names or aliases.

On 12-2-02 I took a box to be weighed down to the V.P. It contained some transcripts I need to send to my attorney for review. But now, they (the mailroom) say I need $l0.50 worth of stamps or they won't send it. Well I'm indigent. Deemed indigent by the lower court and the 3rd C.C.A., and have been deemed indigent since Dec 14, 1996.

My mom sent me $50.00 by surprise on 12-3-02. I checked my card, and found that $25.45 had been taken out, which I thought was for, or partly for, my legal mail (i.e. the box.)

Well, I was wondering on 12-9-02 in the morning what ever happened to my legal mail box. I inquired, and was told that being that I had money on 12-3-02, of which $25.45 was taken out for legal copies. I found out that whereas I thought the legal mail was included in that, I had to pay for stamps. Now today 12-9-02 I'm broke, and will be forced to barter for stamps if anything.

This institution doesn't have a mail room on the compound you can just walk up to and do your business from. All this would've been resolved on 12-2-02 if the Mailroom would've been working and functioning properly.

There's a Federal Magistrate already involved in an investigation concerning the illegal activities, and due process violations of this Institution's mailroom, especially concerning legal mail.

I hope you get this letter soon. I'm going to send these grievances out tomorrow. The shit should hit the fan Thurs., or Fri. Maybe even Sat. Sun. or Mon. I'm notifying my Mom. Would you also - please don't scare her. Her name is X XXXXX; my little Bro is called XXXXXX, he's 20 yrs old, in case he answers the phone. Please speak slowly to my mom if you call, she understands English, but doesn't understand if you speak fast.

If you can tell XXXXXX instead of her, always making sure my Mom doesn't get scared. Let her know we've everything in control. Now most excellent Aunty, I bid you a fond farewell.
