Recently, I emailed Calhoun CI about a problem there. I am hoping we can work together in order to get Calhoun CI staff to act professional. On August 19th, 2002, I emailed the following:

Sergeant Whitfield, and the inmate makes a complaint addressed to the Warden about this officer, and the complaint/grievance comes back with a response from Sergeant Whitfield, the very person the inmate was complaining about.

My question is:
It just does not seem ethical or proper when an inmate has a grievance about a certain officer, namely
I don't believe the Warden ever saw this complaint from Horace Hankerson.
Who allowed Sergeant Whitfield to address the complaint?
Anyway, Sergeant Whitfield needs to be investigated for verbal threats, intimidation, and harassment. These are serious alleged incidents and should be investigated.
There are witnesses to this incident and these witnesses were never even questioned.
The witnesses are:

Marcel McFadden
Patrick Trice

I received a response stating that this was given to the inspector and I am now formally requesting the public record, concerning this investigation.
Today, I received another complaint where the inmate, Horace Hankerson , filed the proper grievance concerning yet another officer, namely Officer Reed.
I also request an investigation on Officer Reed for allegedly used threatening tactics and treating the inmates in a cruel and degrading way. Correctional officers should be role models, they do not have the authority to treat inmates in cruel & inhumane ways.
Now I want to know exactly WHO is giving authority for that certain officer to address the complaint. All they basically say in the responses is that they deny the allegation .
BOTH of these complaints were addressed to the Warden and BOTH of the responses were answered by the same officer that the inmate was filing a complaint about.
Please tell your staff that when a complaint is made concerning an officer, that it is not ethical nor proper for the same person to address the complaint.
Mr. Rabion, I have just recently researched Calhoun CI and don't like what I see.
I also find it quite odd and very possibly retaliatory in nature that Horace Hankerson's cellmate at Calhoun is another homosexual.
He had the same problem at Jackson CI. Horace is NOT a homosexual and was obviously transferred to Calhoun because he was receiving death threats at Jackson from his old cellmate, who engaged in sexual activity quite often with some other homosexual. It really wouldn't hurt to put Horace with a cellmate that is NOT gay or homosexual.
Many more details will be coming soon, concerning MANY officers at Calhoun and hopefully together we can solve some problems.

Warden Rabion,
I really thought someone would at least respond to my concerns, you know, at least to say, "we will look into it", or something like that.
I am asking that you personally interview Horace Hankerson and the numerous problems that are occurring there.
Horace Hankerson's cellmate should be moved... I mean gee whiz, you must surely know that for the sake of "appearances".
Hankerson was transferred [from Taylor] because of a former cellmate, who was gay, was threatening him. Now the same darn thing is happening at Calhoun.
Now I hear that Sergeant Whitfield put Hankerson in a cell with another homosexual. Surely, you can put a stop to Sergeant Whitfield's retaliation.
Hankerson arrived at Calhoun on July 29th, 2002 and was put into a cell with gay guy, on August 12, 2002.
Well, I am not real happy and you have been put on notice, just in case Hankerson has to defend himself.
Please speak with Hankerson or send an OUTSIDE investigator.

I need a response from someone, please!
Since Calhoun CI will not respond to my public record request or any of my concerns, I am just trying to find someone that will respond.
Is anyone out there??
Perhaps I got started out on the wrong foot with Warden Rabion, even so, he should have acted professionally and should have responded, or least have someone else respond to my concerns.
I will repeat my concerns and I can add more details, if anyone is interested at least for the sake of appearances.
Excuse my bitterness, but when there is so much wrong committed by Calhoun CI and some other prisons, it tends to make a caring citizen bitter and maybe a bit sarcastic.
I always saw the world thru Pollyanna eyes, until I became aware of all the corruption, especially in the DOC, and I am not even a prisoner. So, I can only imagine what the prisoners go thru.
Please don't get me wrong. I love our country, our state and I detest crime. It absolutely sickens me with all the evil in the world.
However, the guards and higher ranking officials are committing evil and atrocious crimes, just as the criminals do. They just have a License for it and can get away it. (The Killers of Valdes, etc. )Doesn't that sicken any of you????????? Sure , Valdes was not a role model or a nice guy, but why stoop beneath his level?
This should not be tolerated, they are acting under color of law, for heaven's sakes!
Ok, I got off track, back to Calhoun CI .
Warden Rabion will not respond to my requests or concerns, therefore I am asking that1) An OUTSIDE investigation be performed throughout the entire prison, from officers all the way to the warden and assistant wardens.
2) I also want a case number of this, so I can request copies of this investigation.
3) Calhoun is allowing for the same officers to directly respond to complaints written against them.
I'd like to know Why?
Calhoun officials are playing mental games with the inmates. Threats, harassments, punishments are dished out daily. Someone needs to go when they are NOT expecting this.
Since they will not communicate with me, I will have to get public records.
4) I want a list of ALL grievances that have been filed at Calhoun this year. This could come from the Bureau of Grievance Appeals, as Calhoun is SUPPOSED to send them a list every month, according to Chapter 33.
This list should include the inmate's name, dc #, Log # date grievance filed, date responded to, the action taken, etc. No missing grievances, please--------that is why I want the log number and that other number.
This could be emailed to me in that xls file.
5) ALL dr's issued for this year------------this is probably in an xls file, too.
6) As soon as I can get to Calhoun, and as soon as Kay can get to Florida, we will be requesting to see ALL of their manual files, too. Kay Lee will come with me for protection.
To sum it up, a lot of wickedness is going on at Calhoun.
Now, here is the list you can investigate as they have been reported to me as either an intimidator, one making threats, one giving false charges, verbal abuse, smoking or dipping inside, and breaking all sorts of rules under Chapter 33.
Naming names of alleged violators of Chapter 33 , the U.S. Constitution, and Florida Statutes for various reasons
And to top this off, the high officials apparently back the alleged lawbreakers!

7) Also, I want to know about the sidewalk and why 1300 inmates have to stay in this small space and walk the line. I am trying to understand why this is done.8. In addition, if an inmate complains about an officer, they are put under investigation. Ask Horace Hankerson about this. Horace is being held in A/C for complaining against abuse and they haven't come up with the "real " reason for why he is being held in confinement, not yet anyway.
Again, see Horace Hankerson and he will give you the list of names of inmates, maybe a whole darn wing full of inmates that will tell you MUCH abuse is occurring at Calhoun. BUT he needs an OUTSIDE INVESTIGATOR!
My reports state that inmates are especially punished if they report ANY Abuse, therefore since Horace Hankerson is willing to come forward & expose, somebody needs to take note of this, just in case ANY physical harm comes his way.
We will continue to expose all the corruption he witnesses. You can also regard this a notice of intent in case ANY harm comes his way.
Please email me the costs of these public record requests and please, for heaven's sake ---------- INVESTIGATE!

I have been reading your email on Calhoun. As Kay knows, my husband was at Calhoun when Folson was warden there.
I had the same thing happen to Jeff in that place. Half of the grievances never make it out to the grievances bureau and the Inmate will pay dearly for that grievance.
You say a lot of wickedness goes on there, Your right and a lot more than that goes on. If Warden Rabion is anything like Jimmy Folson was, he's in on everything and knows what happens. Even the chaplain is in on things in that place.
From mind games beatings, they go as far as to put drugs in the Inmate food. The guys there call it the "HELL HOLE".
I had charges on one co there and outside charges didn't work. It seems that in that small little town they all stick together. Yes, even the police.
I got nowhere but I did get Jeff out of there and sent to Century. He had lost 25 lb. in less than 4 weeks from all the abuse. I will pray for the Inmate that is trying to help you. He is going to need it.
Keep your eyes on him, lots of things will start happening to him, and than his letters to you will just stop.
When you call for answers, you will not get any. If there is anything I can do to help you out, Please let me know.
Calhoun is a wicked place - be careful.
