INTRODUCTION TO WAKULLA CI  Representative Case No. 2 by Kay Lee

Ronald [sic] Hickey  (Real Name Donald)
671858  H2215L
Wakulla CI
110 Melaleuca Drive
Crawfordville, Florida  32327

Donald Hickey is being harassed and abused at Wakulla at this time in retaliation for  'blowing the whistle' on  Officer Bryant, who was dealing in marijuana in the prison.

Hickey has been in confinement since January 4, 2001 for a dirty urine test.  He began to talk to his mother about wanting to report Officer Bryant for bringing marijuana into the prison, but was afraid.  He finally blew the whistle on Feb. 7th.  Since that date, he has had 10 bogus DRs written on him, has been peppersprayed, and is currently in the hole.  The day after he reported Officer Bryant,   C/O McCoy came into the shower and slammed Hickey's head into the bars [See Witnesses Watson, McClurg, and Wheeler].  Pictures were taken in Medical by Investigator Lee.  Ignoring three witnesses, Inspector Lee said there was no evidence and no action would be taken.

Florida Statute 944.35(3)(a)2
Any employee of the department who, with malicious intent, commits a battery or inflicts cruel or inhuman treatment by neglect or otherwise,  .................. commits a felony of the third degree, punishable as provided in s. 775.082, s. 775.083, or  s.
775.084.

Hickey has written grievances on C/O Crumity, Sgt McCoy and others for harassment, including theft of property, withholding purchased property, writing vague and false Disciplinary Reports, threatening bodily harm and denying Hickey due process.

Hickey's attorney, Mr. Dussack stated in the presence of the Inspector  that Hickey should be moved from this prison. He has requested protective custody but to this date nothing has been done. Despite a prior written notice from Tallahassee saying he was being moved to Marian, Donald's mother has been told her son is now headed for Santa Rosa, where some of the guards are quite good at mind games, excessive force is common, and the inspector brags that, because of the mentally ill, Santa Rosa uses more pepperspray than any other Florida facility.
