Not sure of the guidelines for issuing these. I've seen them used on ambulances, buses, trailers, cranes,as dealer plates, etc. These are still in use to some extent.
1/15/06 -- Forgot, these can also be used on Hearses. (Thanks to Mike Parker for that update!)
