The SSAC Timing Unit generates a low output (actually produced by Gnd=VDD) to the control unit when powered during the off-cycle (in this case, set to 59'48"). During the on-cycle (15 seconds in this case), Gnd=Low, and the control unit triggers the voice clock and activates the Walkman.
