Kalare's Necklace

I have not found a great deal of knowledge about Kalare's Necklace.
What little I have found indicates that the warrior who wore it was turned into
a statue for using it. I hope that does not happen to you if you find it.
My research says that this probably occurred in Oceanus Notos, but I cannot be sure.
