VI
EXECUTIVE COUNCIL
Section 1.a.
The governing body of the association shall be the Executive Council
readily composed of seven(7) members which includes the President, Vice
President for Internal Affairs, Vice President of External Affairs, Secretary,
Treasurer, Auditor and P.R.O.
b.
Assistant Secretary, Assistant Treasurer and Business Manager are also
members of the Executive Council and maybe appointed to help the Secretary,
Treasurer and Auditor respectively.
c.
The Assistant Secretary, Assistant Treasurer and Business Manager,
whenever available, shall govern only when its counterparts have gone inactive.
Section 2.
Every member of the Executive Council must be a regular active member for
at least one (1) school year.
Section 3.
No student shall hold any position in the Executive Council, elected or
appointed, without processing the qualifications enumerated hereunder.

Must have
no failing grades during the immediate preceding semester.
·
Must not
be an incoming terminal year student and must not be a working student, to be
able to serve with the highest degree of responsibilities, integrity, loyalty
and efficiency.

Must not
be a candidate for the upcoming October graduation to be able to serve his post
for a term of one(1) school year, to avoid any permanent vacancy occurring in
any office, beginning from the date of their proclamation by the COMELEC and
shall expire on the date of proclamation of the new set of officers.
Section 4.a.
The tenure of office of the members of the Executive Council shall be for
one(1) school year or until such time as their successors have been duly
elected.
b.
The President may only serve for one (1) term.
c.
The other officials of the executive body necessary maybe re-elected
and/or re-appointed given that they are still qualified for the aspired/given
position.
Section 5.
The Executive Council which is the highest policy-making body of the
association shall exercise the following functions and powers.

Legislate
and execute the laws, policies and resolution of the association.
·
Delivers
controversial issues affecting the association and by the two-third (2/3) vote
of the members, submit the preliminary consensus to the ACES-Ad. U body.
·
Supervise
the activities of the working committees and create special committee if
necessary.
·
Assist the
Civil Engineering Department in the implementation of function in the school.
Section 6.
The aforementioned members of the Executive Council shall discharge the
following specific duties and functions.
PRESIDENT
·
Acts as
the chairman of the Executive Council and presides over the meeting of the
ACES-Ad. U body.
·
Approve
and sign laws, policies and resolutions formulated by the majority of the
members of the Executive Council members.
·
Appoint
the Chairman and members of the permanent and special committee and other
position, which maybe deemed necessary, with the proper consent of the Executive
Council and the ACES advisers.
·
Discharge
other duties and functions to the Executive Council, Directors and Directress
may prescribe.
VICE PRESIDENT FOR INTERNAL AFFAIRS
·
Assist and
supplement the president in the performance of his duties with regards to the
internal affairs of the organization.
·
Take the
place of the president during his absence or incapacity and act the same power
and enjoy the same privileges as the president. In case of the president resignation or removal from office,
he automatically assume the latter position.
·
Perform
such other duties that might be assigned to him by the president and/or the
Executive Council.
VICE PRESIDENT FOR EXTERNAL AFFAIRS
·
Assist and
supplement the president in the performance of his duties with regards to the
external affairs of the association.
·
Take the
place of the president when both is absent or incapacitated, acts the same
powers and enjoy the same privileges as the president.
In case the President and Vice President for External Affairs will resign
and remove from the office, he automatically assume the vacant position.
·
Perform
such other duties that might be assigned to him by the president and/or the
Executive Council.
SECRETARY
·
Record and
attest to the minutes of the meetings.
·
Acts as
the official custodian of all the records of the association.
·
Takes
charge of the correspondence of the association.
·
Issue all
the notices of the meetings of the association as prescribed by the president.
·
Discharge
such other duties and responsibilities as the president and/or the Executive
Council may prescribe.
TREASURER
·
Collect
fees and act as the official custodian of all funds and properties of the
association.
·
Disburse
funds in accordance with the financial procedure by the Executive Council.
·
Submit a
regular financial report to the association and certify to the availability of
funds whenever necessary.
·
Discharge
such other duties as the president and/or the Executive Council may prescribe.
AUDITOR
·
Examine,
audit and budget the association finance.
·
Keep the
general accounts of the association,
·
Promulgate
accounting and auditing rules and regulations.
·
Discharge
such other duties as the president and/or the Executive Council may prescribe.
PUBLIC RELATIONS OFFICER
·
Inform the
public, through any legal medium of communications of the association
activities, time table or any computation, that needs public approval, favor and
acceptance.
·
Establish
legal and continuous contact with the other group, organization and institutions
that has direct or indirect relation with the other ACES-Ad. U functions for
purposes of faster and effective communication.
·
Discharge
such other duties as the president and/or the Executive Council may prescribe.
ASSISTANT SECRETARY, ASSISTANT TREASURER AND BUSINESS
MANAGERS
·
Assist in
the work of the Secretary, Treasurer and Auditor respectively.
·
Share the
same powers, privileges, duties and responsibilities of their counterparts
whenever deemed necessary.
·
Discharge
such other duties as the President and/or the Executive Council may prescribe.
Section 7.
The officers of the Executive Council are not entitled to abuse their
powers and maybe removed from position upon agreement of all the members of the
Executive Council, Committee directors/directresses, majority of the members and
Advisory Body.
Section 8.
Inactivity and ineffectivity of any officer may deem his position vacant
and may further cause his removal from office. |
