Flaming Text:

First off you need to make a canvas which should be about 8 inches in width and 6 in height. This will give you a lot of room to work with.

Then you need to make sure your background is black and foreground is white so change those if you have to and to paint the background just use the paint bucket.

After you got that done choose the Text Tool and type in some text make sure it is white and a thick text. I used Arial Black for my font and the size is 75pt. Once you have all that done it should something like I have below.

Now you have to press Ctrl + E so your Text Layer and Background Layer combine as one. Look below so it looks like that when you press it.

Now choose Image/Rotate Canvas/90 degrees Clockwise.

After your image should look vertical. Then go to Filter/Stylize/Wind

A screen should pop up and have some setting to choose from. Look at the image below and match the settings with mine if they are different.

You should have a little bit of a streak on the right hand side of your text so you press Ctrl + F and this with repeat what you just done so it is a little stronger effect.

Go back to Filter and go to Distort and choose Ripple.

Another screen should pop up and change the settings to look like the image below.

Now you should have a ripple in your text that makes it have that flaming look to it. That's were artist usually screw up on. Now go to Image/Mode/Grayscale.

If a warning appears like the one below just press OK.

Go back to Image and go to Rotate Canvas and 90 degrees Counter Clockwise this should straight your image so it's back the way it was.

Go to Image/Mode/Indexed Color. This will open the color table so we can color the text now.

If a warning appears like the one below just press OK.

The image shouldn't look to much different after you done that so go to Image/Mode/Color Table.

The screen should pop up and change the Table to Black Body so the colors look like the example below.

Now you should have a nice flaming text but to make it suitable for the next use the Rectangular Marquee Tool and highlight around the text so you can cut it out. Press Ctrl + C after you have highlighted it.

Now that you have the image saved on your computer clipboard go to File/New and the settings should be fine all you might have to change is the Mode make sure it says RGB Color. Then press OK.

Once you done that press Ctrl + V and the image should fit perfectly in the in new window that pop up.

Extra Stuff:

To make the flames blue just go to Image/Adjust/Invert. That will make them a nice blue colour just try it and see if you like it and if now just press Undo in the Edit Menu.

 

I hope this wasn't to confusing I used a lot of pictures cause I find them easiest to understand then me writing out a whole bunch of words and telling you what to do when you can't even see it. So let me know how it goes.
