The original picture is "concept art" for a character called Red XIII in a Playstation game called Final Fantasy 7. Therefore, the image is copyrighted to Squaresoft, the makers of the game.
Tracing an image from a movie or game is just as bad as tracing, say, the Mona Lisa, and calling it your own.
