once all seven dragonballs are collected then u have one wish from the dragon Shenlong but the maximum limits are 5,000 power level and also 4000 zeni but......u need a dragon radar priced at 10,000 zeni to even search for the dragonballs.
Namek Dragonballs

once all seven dragonballs are found (with db radar) u can wish for upto 15,000 power level and 11,000 zeni but to get to namek u need at least a saiyan space pod priced at 20,000 zeni.
Black Star Dragonballs

once all seven dragonballs are retrieved from the seven black shenlongs in kamis tower then u can wish for ANYTHING...well upto 50,000 pl and 40,000 zeni.
