Well, the select thing I am aware of, and it has its pros and cons.

The window thing however, I have seen non-maximized windows that cover the
task bar - there is nothing to prevent a window to be dragged over, or be
re-sized to cover anything that isn't set to 'always on top'.

However, I believe that if you 'maximize' the window, the OS will correctly
fill your screen, while leaving the task bar exposed.

If you don't want the application maximized, the drag the window, and
re-size to leave the task bar (or whatever) exposed.

There is a persistent problem (protel don't care) - in library edit the
lower part of the window extends below the task bar, hiding some
important display info. Changing resolutions don't help very much.
Another annoying "feature" is the permanent selection of schematic
parts. They save as selected - in every WINDOWS APPLICATIONS that I know
of, the select is temporary. Now when they are selected the move command
moves all that might be selected ... annoying, and wrong  !
