The positive terminal of the variable voltage power supply goes to one end of a ten thousand ohm two watt resistor. The other end of the resistor goes to the positive end of the electrolytic capacitor to be reformed. The negative end of the capacitor goes to the negative terminal of the variable power supply. A voltmeter connects across the ten thousand ohm resistor with the positive side going to the end connected to the power supply and the negative side connected to the end going to the capacitor. Another voltmeter connects across the capacitor with the positive side of the voltmeter going to the positive terminal of the capacitor and the negative side of the meter going to the negative end of the capacitor.
