founded in 1998 and its principal office is located in Caracas, Venezuela. The
staff of 3W.COM SERVICE is a multidisciplinary and multilingual team providing
technical, project management, negotiation, coordination, research, commercial,
legal, regulatory, tax advice, networking, on site facilities support, due
diligence, feasibility studies, lobbying, human resource and payroll services.
We provide the above

Jean-Marc Limes (Commercial, Project Management, Marketing and Lobbying)
Mr. Limes was born in France and has been living for the
past 19 years in Venezuela. He is the founder and president of a Venezuelan
brokerage company for the past 15 years and using his strengths in marketing
and sales, has facilitated and negotiated multimillion dollar business deals
between investors and developers in the construction industry and real estate
market. He has been an active partner and co-founder in the creation,
financing, marketing and management of a start-up computer device company with
branches located in Venezuela, France and the US.
Mr. Limes graduated with a Bachelor of Science degree in Chemical Engineering from the INSTITUT NATIONAL DES SCIENCES APPLIQUEES DE TOULOUSE, France in 1980. He speaks Spanish, English and French fluently and has extensive local, US and European contacts.
John Daly
(Project and Engineering Management)
With previous experience in project management, engineering
and design management as well as business development in the petrochemical
industry, Mr. Daly has worked extensively overseas in the UK, South Africa,
Thailand, Korea and Venezuela. Mr. Daly has managed numerous, diverse
multimillion dollar “Negotiated Procurements” ranging from preparation of bid
documents to bid evaluations and negotiations with subcontractors and contract
award. His recent activities have included the importation of international
consumables into Venezuela, obtaining all government permits, customs,
shipping, product naturalization in the port of entry as well distribution and
sales.
Mr. Daly graduated with a Bachelor of
Science degree in Mechanical Engineering from Strathclyde University, UK in
1983. He speaks Spanish and English and is conversant with Venezuelan business
practices and culture.
Richard
Wheatley (Consultant: Strategy and Operations)
Mr. Wheatley has been Strategist and Operations Manager for several
years in the Information Technology (IT) industry working on turnkey projects
for control systems, workflow and enterprise resource planning (ERP) solutions.
Specifically he has experience in leading IT projects working with major
corporate clients in Venezuela. Mr. Wheatley´s most recent work with 3W.COM
SERVICE has been strategic planning for a group entering the Applications
Service Provider (ASP) marketplace in Venezuela. He has worked in Europe, the
US and in Latin America and has a good understanding of the Latin American
Business environment.
Mr. Wheatley holds a Bachelor of Science degree in
Electrical & Electronic Engineering from Leeds University, UK and a Master
of Science in Manufacturing and Operations Management from Nottingham
University, UK. He also speaks fluent Spanish and English.

Linda
M. Wellstein (International Resident Partner)
In her career Ms. Wellstein has provided
extensive “in-country” commercial, corporate and telecommunications regulatory
counsel to private companies and public institutions around the world and has
gained critical firsthand knowledge and experience in South America. She has
comprehensive experience in the negotiation of complex commercial transactions
in the telecommunications industry, including strategic acquisitions, alliance
formation, financing and creative joint operating arrangements, not only in
South America, but also in Europe and Asia. She has significant experience in
representing business ventures before the FCC and the communications regulators
of many countries.
Ms. Wellstein holds an Honours B.A. cum
laude from Marquette University and a JD from Georgetown University Law Center
where she served on Law Review. She speaks English, Spanish and is presently
studying French.
