HOPE Scholarship should awarded to the Well Round Student only

Hope Scholarship is a type of financial aids that benefit for those who work hard because they might need it. HOPE bride students into staying in school when they have motivation and desire to excel in education in their future. This is another form of baby-sitting for supposedly for growned and mature students. Students who will take advantage of the program as another breeze through life. If everything is given to the students, they will never learnt o make it on their own. So should Hope be given to the student who receive a 3.0 in academic class and not participate in other activities? Should Hope Scholarship raise the standard which make students work hard toward of getting it? Since now Hope is in a budget cut, isn't raising the standard is a best way try to help out the student who really deserve the scholarship?
