Representative Becky Meacham had government legal and technical departments put together drafts of Dr. Scott gruBell and Dr. Bob Benchoff's quadrillion dollar legislation based on the clout of "it's merits", gaining many bill cosigners.

Representative Becky Meacham made NGISC position recommendations to The White House President Bill Clinton, Congress Majority Leader Newt Gingrich, and Senate Majority Leader Trent Lott on behalf of Dr. Scott gruBell and Dr. Bob Benchoff. Officials from both mainline political parties and various organizations offered similar commendations, including White House Director of Presidential Personnel Bob Nash, Congressman John Spratt, and others.
Lobbyist Dr. Scott gruBell and President Dr. Bob Benchoff traveled extensively to personally discuss with officials their concerns over our voluminous self-funding accountability fairness laws with unique benefits, including improvements through unraveling of complex financial areas for families, businesses, hospitals, and charities, at tremendous savings to taxpayers.
The team met with Springs Corporation, Springs Foundation, and Close Foundation counselor Jim Hodges, recommended he run for Governor of South Carolina, and furnished him with a copy of the team's Proposal which was viewed by the team as central to the platform for his campaign.
Jim appreciated the counseling and recommended the team establish a 501(c)(3) Nonprofit Corporation. With the help of US Senate Finance Committee Chairman Bill Roth, the firm was established and Dr. Scott gruBell became the Chairman of the Board.
Jim Hodges soon ran successfully and became Governor of South Carolina.
Five minute meetings turning into hours.
As a minimum, Dr. Scott gruBell and Dr. Bob Benchoff hold people's attention. Congressional leaders revere time as a precious commodity not to be wasted. In writing the laws, Dr. Scott gruBell and Dr. Bob Benchoff spent years in lengthy meetings sacraficing their own time and expense, including preparation, printing, binding, a great deal of postage, phone call scheduling, faxing The White House, and obtaining reference materials applicable to each individual official, but they knew in good conscience it had to be done as part of their patriotic duty.
Good legislation is based on optimal standardization, but government is based on advocacy. Therefore, each presentation was unique. Some officials, such as Congressman Mel Watt shown above shaking hands with VGC Foundation President and CEO Dr. Bob Benchoff, have focus on states' rights. Senator Greg Gregory, for instance, focused on Dr. Scott gruBell and Dr. Bob Benchoff, Senator Wes Hayes focused on eliminating undesireable businesses, and Senator Fountain Odom focused on how others would handle matters.
Since passage of law is ancillary to elected officials, this key aspect of the personal concerns of the officials should not be understated for anyone interested in bettering this nation.
Many people have good national security and economic leadership ideas, yet getting Congress to move on these good ideas requires a thorough non-intrusive objective (not judgemental) understanding of how the new laws would affect people personally at all levels of concern for their family, business, and government future dealings. This is particularly true for those officials with whom you personally guide through your legislative proposals to reveal multiple values inclusive of relating to their personal concerns, including the favor of helping them with their careers since they help you with your efforts to provide the nation with good legislation.
As Campaign Manager Dick Dickinson and others have said, "It's all about favors." So good legislation is about optimal standardization for fairness, and good proposals are about favors for enactment.
Proposal meetings should be personal to be effective, and to be effective proposals need to clearly reveal all areas of benefits offered so these can be readily unraveled to the pertinent official learning of these benefits.
Representative Bessy Moody Lawrence, for instance, wanted to know how blacks would be helped, so that was disclosed to her. Congressional leader Sue Myrick wanted to know how our legislation would help churches, and so we pointed out those areas in our legislation of great church, family, victim, personal, and financial benefits.
While all levels of government are being greatly served by reliance on our legislative ideas, some of the high level politicians quickly see right through to the values, and as Hawaii Governor Cayetano put into record: "I commend your efforts"..., and as beyond United States "GOUVERNEUR VAN DE NEDERLANDSE ANTILLEN" expressed in documentation airmailed us that handling of our legislation had begun "for further" action applicable to the Governor's Office, Director of the Cabinet, Minister of Public Health and Environment.
