A BILL

Title: A Check Exact Classified Information Agency Bill

Short title: A C. E. C. I. A. Bill

Summary: Terrorism must be prevented to maintain domestic freedom. Due to and in cooperation with the newly formed United States Department of Homeland Security, A Check Exact Agency would function as the accreditation agency for those who wish to participate.

Benefits: Half of all funds collected via this self-funding legislation would go to government taxes; of that 50% would go to federal, 30% would go to state, and 20% would go to local government where collected. A Check Exact Agency would accredit schools that would certify businesses or other entities; and as part of certification there would be certain background checks that would discourage terrorists from becoming certified; and certification would indicate to government that those certified entities appeared acceptable to work for government in classified areas, however this would not be a substitute for separate government clearances unless otherwise stated by government. Benefits for secondary or post secondary schools would be income generation from students and businesses choosing to participate, benefits for businesses would be the building of credentials toward gaining government and/or private business contracts, benefits for students would be the building of credentials toward gaining government and/or private business employment, particularly in sensitive proprietary and/or government classified areas.

Qualification: Individuals or other entities including all their pertinent employees and subcontractors would need to qualify per special background check and per education in applicable public law, without disclosure of classified information. The background checks would focus on the students and their teachers (for instance, training separately received in guidance systems), but only if their teachers first grant permission. Only United States citizens qualify. Only training and/or education from teachers cleared through the A Check Exact Agency System would be considered accountable for a given qualification, therefore this would reduce the likelihood that a person was trained by a terrorist.

Startup: During the first partial year after February 12, 2003 accreditation would be free to any patriots interested in participating, after which fees would be required.

A Check Exact being a legally unique entity known for White House leadership over national and international standardization founded this unique standardization entity, sharing some personnel / volunteers, including certain A Check Exact affiliates. A Check Exact entity is comprised of legally responsible entities per IRS definition, while such in practice oversee many experts in many fields via PCS, while also meeting criteria normal to the industry in the many various specific fields, covering virtually every topic, per proven methodology.

Accredited schools would be free to charge as they choose. Initially qualification would be less rigorous and a grandfather clause would be permitted for ten years, see site for details. Over time and according to interaction between A Check Exact Agency and government, specialized course offerings would expectedly emerge covering a range of difficulty levels to address the variety of classified government project needs.

Publicity: Public awareness of A Check Exact Classified Information Accreditation Agency and WhiteHouseLinks.com should be made by government, with inclusion in the Federal Register and elsewhere as suitable.
