Scenario's will pop up over time, with different objectives coming up. To fight a scenario opponent you must be the same level as your opponent. So if you wanted to face a Saibaman with a PL of 1200, you must be a level one player. This is to allow weaker players to fight their own fights, not have more powerful players take up all the glory. But, if the scenario character has been around for over a month you can attack them even if they arent the same leve as you.
