Explanation 1: Gohan's Power Level is lower than Goku's because, Gohan is well, out of shape but has the ability to go SSJ2 (all that does is multiply his power.) For example Say gohan's Power Level is 1,000 he gos SSJ1, now hes at 50,000, then goes SSJ2 (wich only multiplies his power) gos to 75,000. Explanation 2: Vegeta's power is higher than Gohan's because Vegeta has been training to his full extent for 7 years while Gohan has been going around the library. Shin did say Gohan was the strongest fighter at the tournament but Shin was wrong about many things. Like when Shin thought he was stronger than Gohan Vegeta and Goku, when Majin Buu was realesed he realized that he was much weaker than Gohan and Vegeta and Goku were much stronger than Gohan.Raditz2000
