Cool little design

This one is easy! Only 3 steps.

1. Filter->Render->Clouds

2. Filter->Pixelate->Mosaic (15 points)

3. Filter->Brush Strokes->Accented Edges

And you're done! You can edit the pic further if you want, like blurring the dark areas with the Blur tool, and other stuff like that.
