Privacy policies alone are not a solution to addressing consumers' privacy concerns. Another approach to building consumer trust is the use of third-party seal programs. They aim to:
Ensure proper disclosure of a website's privacy policy
Monitor compliance with those privacy policies
Provide remedial action for the online consumer
Boost consumer confidence in e-commerce
Educate consumers on how best to protect their privacy
The down side to third-party seal programs in the current market is that they have not made a huge impact on the industry, i.e. not many companies have made use of such programs. The Progress & Freedom Foundation (PFF) Survey in 2002 revealed that privacy seals were displayed on less than half of the top 100 sites.
