Alex has great respect for Tom, and learned every technique he knows from him. Despite his arrogant pride and strength, Alex has no direction in his life other than fighting in the streets of New York. When Tom was seriously wounded in battle by a mysterious figure, Alex vowed to find this man and defeat him in hand-to-hand combat. He later learned that Gill was the man who put Tom in critical condition, and that to reach him, he'd have to go through six World Warriors as hardy as he. After months of hard training, Alex set off in search of his first opponent on his way to revenge.

BALROG

Balrog is an ex-champion boxer who was banned from the professional ring because he became too violent to contain. He loves money and women and turned to street fighting and gambling to keep his passions accessible. Working out of Las Vegas, he learned of the Street Fighter tournament and decided to compete to increase his worth in the ring.Once he arrived, M. Bison was impressed with his abilities and quickly recruited him as one of his top henchmen. Balrog accepted his new position with fervor, and rose in the ranks quickly, behind only Vega, Sagat, and M. Bison himself. Touched by Bison's Psycho Power, Balrog has doubled his strength and speed, turning his normal attacks into devastating lunging punches. His punching speed is nearly unmatched, and his insane rage is fearsome.

BISON

M. Bison doesn't appear on the Street Fighter scene until the second tournament because he's been busy researching the various contestants to find recruits for his armies. As the sole dictator of the Shadowlaw regime (also referred to as Shadaloo), M. Bison is merciless and evil. He plans to take over the world by trapping or assassinating the world's leaders, and he wants to use World Warriors, enslaved through his Psycho Power, to do it.His past is shrouded in mystery, but he is known to Rose, a member of a secret society dedicated to the unlocking of Psychic Power of which Bison may have been a member. He also may have been intimate with the assassin Cammy, but she has no memory of the time before her capture while attempting to assassinate a politician. M. Bison has already recruited new World Warriors to his cause: Sagat, his right-hand man; Vega, his top assassin; and Balrog, his heavy-handed enforcer. Bison has imbued each of these warriors with a taste of his Psycho Power to enhance their already impressive abilities.

BLAIR

A wandering bodyguard whose demure frame conceals her finely honed fighting prowess. Blair travels the world looking for action and riches, and her journey lead her to the Street Fighter EX tournament where she hopes to make a killing - monetarily, of course.

BALNKA

Many people fear him, others are intrigued, or call him a freak. None will say this to his face however, which is bestial at best. Having fallen from an airplane as a child, Blanka was raised by the animals of the Amazon, and his close encounters with electrical eels have given him the ability to channel shocking power through his body. Some say he was also a victim of toxic waste pollution, as his body seems to have mutated into a bestial mockery of man, suitable for Dr. Moreau's island. He has all the agility of the great apes of the jungle and the ferocity of the largest lions. His strongest and most deadly attack is his roll attack, where he can launch his whole body, curled into a ball, at his opponent. He has learned to roll straight, upwards at an angle, and even in an arc. He is totally fearless and will never back down from a fight, which has led him to the Street Fighter tournaments. That, and attempting to understand his own mysterious identity.Unbeknownst to him, his mother has been searching for him frantically all these years, and upon seeing Blanka's picture in a Brazilian newspaper, she met him at his final match. United after years of loneliness, Blanka departed with his mother happily and hasn't been seen since. But many wonder if he will return to the fight, which has been his friend for so long.

CAMMY

Cammy's background is as mysterious as that of any other Street Fighter; apparently, as an agent working for Shadaloo, Cammy was one of its best. On her last mission for M. Bison, she lost her memory and had to start over with a new identity. She was apparently rescued by secret operatives who trained her as one of their own. She was then released to eliminate Shadaloo, the syndicate that spawned her in the first place. Her intentions are not only to destroy M. Bison, but to learn as much as she can about her forgotten past.

CHUN LI

She lost her father at a young age but knows it was M. Bison who committed the murder. Now seeking revenge, she has gained the title of "Strongest Woman in the World," and wants to prove this by destroying M. Bison and Shadowlaw. She is considered very beautiful, and many fighters are duped into thinking she is fragile because of it. In her quest to avenge her father, Chun Li joined Interpol and plans to bring Shadowlaw to its knees by exposing the drug trafficking that funds its horrific deeds. She is looking for evidence to pin her father's murder on M. Bison but has been unsuccessful so far. She hopes to confront Bison directly and take her revenge out on his hide.

CODY

Back in the day, Cody, Guy, and Mayor Mike Haggar cleaned up the mean streets of Metro City. Cody dealt with hoodlums from the Mad Gear and Skull Cross gangs, including Rolento, Sodom, and Hugo. He was considered a hero and had earned the love of the mayor's daughter, Jessica. However, even after things in Metro City calmed down, Cody didn't. With no crisis situations to deal with, he turned to common street fighting. Brawls with everyone from common punks to off-duty mall cops finally landed him in the slammer. After busting out, Cody found himself in the midst of a Street Fighter tournament with nothing better to do than fight. He may even run into old acquaintances Guy, Rolento, and Sodom.

DEE JAY

If ever there was a jammin' fighter, Dee Jay is that man. He has literally trained himself in Jamaican kickboxing by following the rhythm of his music. He composes new songs while beating his opponents to a pulp. And all with a huge smile on his face. Why? Because to him, the fight is about the rhythm and the beat, not who gets beaten.Dee Jay has reached his limits with local Jamaican fighters, and now wants to create his greatest masterpiece yet by entering the Street Fighter tournament. He knows that if he wins, he'll have in his soul the sweetest melody in the world. It didn't take much convincing to get his promoters to foot his bill to enter the tournament.

He can sense the emotions and spirituality around him, as he is in tune with all things living. He could never permanently damage a living creature, but knows how to protect himself with his mighty techniques. In order to expand his consciousness into the next plane of awareness, Dhalsim has entered the Street Fighter tournament against his own judgment. He hopes to be able to tap the fighting spirits of those competing and learn what it is that keeps them fighting even against the worst odds. He met his wife while fighting in the tournament, and though he lost, he won a life mate. Now in his second tournament, he is sure he can go the distance. His wife is expecting a child, and Dhalsim hopes to impart his newfound knowledge to his progeny. Strangely, even though he loses yet again, he still achieves the greatest plane of awareness there is: that of a loving parent

ELENA

Elena is the princess of an African tribe and she takes pride in being one with Mother Earth. She is able to heal her wounds by communing with the Earth Spirits. Her father, the tribal witch doctor, actually is a learned man, having graduated in medicine with a PhD. Elena longs to go to school like her father and learn medicine, but as a girl in an African tribe, this notion is considered folly by most. All her life she has been trained to defend herself using the dancing techniques of her ancestors. Her legs are long and equally powerful, though she has little upper-body strength. No matter, she is more than capable of handling herself using only her legs as weapons - and her considerable beauty. In fact, many an opponent has lost merely by being mesmerized by her fluid movements and surprise attacks. Her entry into the Street Fighter III tournament is to prove her worthiness as a leader and to be able to follow in her father's footsteps

FEI LONG

As an avid student of Bruce Lee's teachings, Fei Long strives to be like the long-dead Jeet Kune Do Master. He is a master in his own right, and also shares a passion for acting, and is in fact Hong Kong's biggest action star on the big screen. While filming one day, Fei Long left the set to get pumped for the day's shootings by visiting a local fighting arena establishment and joining the festivities. There he saw a young Ryu, thoroughly demolishing his opponent. Seeing his chance, Fei Long challenged Ryu, and summarily lost. Now knowing that there are greater fighters out on the streets than he, Fei Long joins the contest at the Super Street Fighter II stage to improve his abilities.

GARUDA

The sinister figurehead behind the Street Fighter EX tournament is clad in bright samurai armor and bears a skeletal countenance. Sharp blades lash out from his armor as he attacks and his defensive power is almost impenetrable.

GEN

While Gen may be getting on in years, he hasn't lost any of his fighting spirit, and remains a deadly opponent to this day. He is also one of the few fighters alive who has knowledge (though limited) of the secret Shotokan killing techniques. Both Gen and his son, Lee, were originally contestants in the Street Fighter tournaments, but since his son left the tournament, Gen has carried on, always wary of the looming threat of Gouki. In Street Fighter, Gen had only mastered the Praying Mantis stance, but he now possesses both the Mantis style and Monkey style kung fu. Thus, Gen is one of the few fighters who has mastered multiple martial arts, and in fact (using buttons to change his position) has two distinctive styles, each with its own special moves, to choose from. He is extremely fast, nearly as nimble as Fei Long, and is a master of chain combos. Any young fighter who underestimates Gen will be shortly eating turf for breakfast. Gen can usually be found frequenting the alleyways of China, as he searches for Gouki

GUILE

Best friend of Charlie, Guile was the picture of a perfect American soldier. Trained in the Special Forces and on the streets as a child, Guile is a force to be reckoned with. His life was very straightforward, with little disruption, until a recon mission into Shadowlaw territory went awry. Caught behind enemy lines, Guile and Charlie were tortured for weeks, until they managed to escape. Guile ended up in a military hospital, while Charlie recovered, and started on a new mission to bring Shadowlaw down by defeating M. Bison in the jungles of Vietnam. When Guile was well enough to travel, he searched for Charlie, and found nothing but bloody dog tags to tell the story of his friend's demise. Now fueled by rage, Guile went into the Street Fighter tournament alone, leaving his frightened wife and daughter behind. Knowing M. Bison was sponsoring this year's contest, Guile knew he had a real chance at defeating him once and for all.

GUY

The Bushin disciple has had his hands full dealing with the Mad Gear Gang, but now, with that threat gone, he has turned his attention to the Street Fighter tournament. He knows he is close to becoming a full master of Bushin, but needs to claim victory before he can accomplish this higher state. He knows that if he should succeed, he will have to face his master in a battle to the death, since there can be only one Bushin master at one time. Guy is well known for his fast rushing moves and his deadly combinations. He can easily chain his punches and kicks into a barrage of hits that leave his opponents stunned. Guy is also fully aware that he is being stalked by Sodom, whom he defeated during the Mad Gear Wars, and is prepared to overcome this new challenge in the Tournament. Guy, like Chun-Li and Vega, has learned the wall jump techniques that give his leaps even greater height and air superiority

HOKUTO

This young girl, member of Guy's Bushinryuu Ninja Clan, is searching the world for her missing brother Kairi. This worldwide journey leads her to the Street Fighter EX tournament where she suspects she will find her brother. The success of Hokuto's mission is of utmost importance, for the clan elders suspect that Kairi may lose control at any time. Hokuto is a powerful fighter, commanding lightning-fast and long-range high and low kicks, as well as reversals and powerful super moves. She can keep her opponent guessing and at bay with a vicious ground-based offense.

HONDA

In the sumo wrestling circles of Japan, Edmond Honda is legendary. He is undefeated, having been trained by the best sumo wrestling coaches since birth. While his size prevents him from being a fast fighter, his incredible strength and endurance insures victory should he ever manage get close enough to grapple with his opponent. His specialty attacks include a sumo head-butt, where he launches himself across the arena with his powerful legs (and equally hard head), and his brain-pounding, 100-Hand Slap. With this attack, Honda can dizzy his opponent with a blur of hand slaps so fast it appears to be 100 hands attacking at once. When Honda learns that the world doesn't think sumo wrestling to be a real sport, he immediately sets off to join the Street Fighter II tournament. He learned of this great opportunity after defeating Sodom, a contestant in the Alpha tournaments, in a sumo wrestling match in Japan. It was Sodom who suggested that Honda take on the best fighters in the world to prove how great and powerful sumo wrestling is. In the process of training for this contest, Honda also developed the Sumo Butt Slam, once more utilizing his large mass and strong legs to launch himself over projectile attacks and crush his opponent beneath him.

IBUKI

Ibuki is a typical Japanese schoolgirl, with a twist. She is also a member of the secret Shinobi School of Ninjitsu. While she would rather just be a normal girl, she is also painfully aware of her great heritage and strives to be a great ninja warrior to please her teachers. Her pet cat can sometimes be seen watching her fight her way to victory. As a final test of her abilities, Ibuki has entered the Street Fighter tournament. By facing the fiercest warriors in the world, she will complete her training as a ninja, and be able to pursue her dream of a normal life with her friends.

KAIRI

Hokuto's brooding brother hails from the Bushinryuu Ninja clan. Having lost his memory and having gained a gaping scar across his face, Kairi finds his identity through combat. He hopes to learn of his origin as he competes in the Street Fighter EX tournament, but fails to realize that he is treading a path of evil.

KARIN

Karin Kanzuki is a schoolmate and archrival of Sakura. She comes from a wealthy family but had more than pride injured in a fight with Sakura. When she learns of the new Street Fighter tournament, she enters immediately, aiming to dethrone Sakura and establish herself as the street-fighting schoolgirl.

KEN

As a teen, Ken was a risk-taker, a flashy youth who had no fear. As he got out of control, his wealthy parents sent him to Japan to learn of honor, respect, and discipline through the wise Shotokan teacher Gouken. There he met Ryu, another young karate student, and they quickly became friends for life. As they sparred under the guidance of Gouken, Ken put a little flare into his techniques and often teased Ryu when he learned a new attack first. While Ryu concentrated and played every move out in his head, Ken tended towards the reckless, berserker style that fit his personality best. Much to Ryu's, and even Gouken's surprise, Ken mastered the dragon punch so completely his chi would cause his fist (and any unlucky opponents hit) to burst into flame. He even developed two super attacks based on dragon punches in his studies. When Master Gouken died, Ken went back to America to train in the tournaments held there. He quickly became the US karate champion and went on to make movies. Becoming a wealthy action-movie actor, Ken was unable to defeat Sagat when the Street Fighter tournament arrived, but was pleased when his old sparring buddy Ryu won the title. When he returned to the US, he met Eliza, and fell madly in love. In the second Street Fighter tournament, he again fell short of the title, but when it was all over, he married Eliza, happy that he was among the best of the world's fighters. Now, in the third tournament, he looks forward to facing Ryu again, and perhaps Gill, the fearsome new challenger to the title. It is here that he learns of Sean, a young warrior who wishes to train under him. Having matured greatly over the years, he actually hopes to train his young son, Mel, in the ways of Shotokan karate, so that he may be as honorable as his friend Ryu, whom he had lost contact with during the intervening years between championships.

MEL

ROSE

Very little is known about Rose, other than she belongs to a secret order devoted to the development of Psychic Power. Apparently, M. Bison was also a member of this group, but his corruption led to his creation of the Shadowlaw organization, claiming the use of Psycho Power to back his actions. Rose is then sent out by the Order to defeat Bison and destroy his Psycho Power, which is somehow linked to his cape. Rose has the amazing ability to use Psychic Power to absorb the energy from any projectile thrown at her, as well as deflect the projectile back at its sender. She can also use her power to leap into the air and slam her opponent to the ground with enough force to knock them senseless. When she finally finds Bison, she does manage to defeat him, but at great cost. She attempts to destroy his Psycho Power with her own Psychic Power, but fails, leaving Bison free to terrorize the world once more. Bison has grown mad from his use of his power, and can channel it directly, rather than using his cape as a focus, much to Rose's dismay.

RYU

This young orphan was taken in by the great Gouken, master of Shotokan karate, upon entering his teens. Gouken taught Ryu the meaning of honor in the fight, and strove to pass on all the knowledge in his possession to the strong lad. Ryu struck up a friendship with Ken, the other brash, young American student of Gouken's, and they became sparring partners. Ryu dove into his fighting techniques, barely tapping his fierce potential. Soon after his master's death, he fought in the great Street Fighter tournament, hoping to prove his worthiness as a World Warrior. Through unbending will and the power of the mighty dragon punch, he defeated Sagat, the reigning champion, thus claiming the title. Sagat, scarred by Ryu's fateful dragon punch, lost the meaning of honor and began to seek revenge on Ryu, hoping to regain his title. Lurking in the background, Akuma waited for his chance to show Ryu the true power of the killing art of Shotokan. Ryu defeated a weakened Akuma, but not without seeing the face of his evil side. Ryu, some years later, held his championship title against the overwhelming odds of M. Bison, the dictator bent on world domination. He has been wandering ever since, developing into the diligent warrior we see today, ready for a new challenge in the form of Gill, this year's top-seated contender. Ryu, unlike his counterpart Ken, has given his life to the way of the warrior, wandering aimlessly, and training against any foe he might find. He has learned the intricacies of the fireball, mastering many different styles, and concentrated power, rather than reckless speed, is waiting in his attacks.

SAGAT

The large Thai fighter was the reigning Street Fighting champion until Ryu stole the title from him with that blasted dragon punch! The scar on his chest from Ryu's winning blow is a fateful reminder of his defeat. Seething with rage at his lost honor, Sagat developed his own form of the dragon punch, training by launching his fist against a powerful waterfall as a test. During this time, Sagat was approached by M. Bison with the promise of revenge on Ryu. Against his better judgment, Sagat joined M. Bison's army, and became his right-hand man. Sagat's only pupil Adon has also forsaken him since his defeat, and he yearns to beat the insolent pup to submission once more in the next tournament. After, of course, regaining his title from Ryu. When he and Ryu do meet by chance on the street, he wins a close match, only to realize that Ryu threw the fight to pad Sagat's damaged ego, spouting something about the "meaning of the fight" as he wandered into the sunset. Now humiliated once more, Sagat begins training anew, and knows that this time when they meet again, only one of them will walk away.

SAKURA

Sakura Kasugano is a schoolgirl at Tamagawa Minami High in Japan who, rather than idolize rock stars or actors like her classmates, has a fascination with World Warriors, particularly Ryu. Surprisingly, she has managed to duplicate many of the Shotokan techniques, even if they are raw and less effective. She has begun to deliberately pick fights with older, larger fighters to improve her skills. She thinks street fighting is for fun and is not very serious about it. Her classmate and archrival Karin Kanzuki is also into martial arts but in a bit more serious manner. Knowing Ryu will be in the Street Fighter tournament (she is his number one fan!), Sakura joins the fray to meet him for the first time, hoping he will be her master and train her. When she finally does meet him, he defeats young Sakura, withholding his true might, and explains that he cannot train her because he is still learning himself. Ryu feels awkward, yet amazed, that the young girl before him has learned so much in so short a time without help and is tempted to guide her dangerous "hobby" to a more spiritual end. Sakura is crushed when Ryu dismisses her, but she still takes a picture of Ryu for a souvenir. She is confused by what Ryu meant by the spirit of the fight, because fighting is for fun, right?

SEAN

The young Brazilian hothead has been searching for Ken in hopes of becoming his student. Having been trained in the rudimentary skills of Shotokan and other schools of fighting, he thinks he can take on just about any person in the world. He is young, brash, and even more reckless than Ken was at his age. He especially hates being called Dan, the Shotokan fighter who fell from grace. Learning that Ken will be fighting in the latest Street Fighter tournament, Sean joins in hopes of teaming up with him. Ken agrees to instruct Sean, and manages to teach him some techniques that will help him survive the rigorous fighting yet to come. Most of Sean's techniques are halfhearted versions of Ken's techniques, including the super art, Shoryureppa, or violent dragon punch. He can't even use projectile attacks unless his chi is fully maxed. Still, his agile attacks can overcome most fighters, and Sean has even thrown in some additional techniques he learned on the streets in Brazil. During Sean's training, Ken introduced Sean to Ryu, and had the two fight as a test of Sean's skill. Ryu won without breaking a sweat. From this beating, Sean gained a greater respect for the art of Shotokan and vowed to master it like Ken and Ryu.

VEGA Touted as the greatest bullfighter in Spain, Vega has an ego larger than his villa. He was trained in Spanish Ninjitsu, and that, combined with his bullfighting skills, made him the best cage-fighter in the underground circuits. M. Bison saw his chance and recruited Vega into his organization, making Vega one of his main henchmen. Vega fights to kill, and uses a metal claw, fashioned onto his hand, to his advantage. Vega also is extremely vain, thinking beauty makes for a great fighter, and he considers himself the most beautiful fighter in the world. He wears a face mask to protect his features from harm. In an effort to seriously harm the World Warriors in the Street Fighter tournament, M. Bison placed Vega right before they would face Sagat. Vega sees this as an insult, thinking he should be M. Bison's right-hand man, and thinks that Sagat is far too ugly to hold that much power. Nevertheless, he is a fierce fighter, and other than his predictable patterns, will be a large obstacle for any opponents hoping to win the championship.

ZANGIEF

While Mother Russia has declined in power, Zangief has grown in his. He is the best wrestler ever to emerge from its soils, and he proves this every time he takes on the native Russian grizzly bears for sport. He has yet to meet a man who can match his strength, save Mike Haggar, the American wrestler turned Metro City Mayor. In fact, the two are rivals, and Zangief has successful mimicked Haggar's Spinning Lariat. Zangief hopes to fight Haggar soon and pummel him with his world-famous Spinning Piledriver. Little does he know that Haggar has, in return, copied this move from HIM! Zangief enters originally to defend the proud name of the USSR but watches the country splintering into a Commonwealth of Independent States before his very eyes. Displeased at the world thinking Russia has collapsed, he enters the Street Fighter tournament in an effort to bring glory back to his country. He is highly amused at the antics of the American fighter Ken and looks forward to crushing the puny little man. Woe to any opponent who gets in Zangief's clutches! His grappling techniques are unparalleled, and none can withstand his Final Atomic Buster super attack! Blanka is another World Warrior he looks forward to defeating, because he reminds him of the bears he wrestles in Russia.
