You'll never win a CotM by begging for one. Or, you will, but it'll only be because you wouldn't shut up about wanting one. Which isn't exactly something you want to win for, nor is it for what the award was intended.
Once, long ago when this board was ruled by an evil prince, I was like you. Every month when the CotM came around I begged for one and when I didn't get it, complained it was a "popularity contest" (try saying that to Buried Alien and see how much he likes it). I tried doing "nice" posts near the end of the month so people would vote for me. The Citizen of the Month award was my one, true goal in life.
Eventually I stopped caring and these pr*cks gave me one.
So, the lesson here is, if you want to win a CotM, stop wanting one. Going to the San Diego Con or hosting the Corries also helps." - prattman
