Medicare + Choice Equity and Access Act of 2003 - Amends part C (Medicare + Choice) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to calculation of annual Medicare + Choice capitation rates to: (1) give Medicare + Choice organizations the option to receive payment based on the annual area-specific Medicare + Choice capitation rate for the Medicare + Choice payment area involved; (2) permanently remove application of the budget neutrality adjustment factor in the calculation of the blended capitation rate; and (3) revise the formula used to calculate the national standardized annual Medicare + Choice capitation rate to reflect Medicare + Choice enrollment.

III. Character/Politician Information

Senator Paul Sarbanes (MD) – Senator Paul Sarbanes was born in Salisbury, Maryland and after graduating from high school attended Princeton University. He recently made Maryland history in November 2000 when he won an unprecedented 5th term to the U.S. Senate. Senator Sarbanes has always been for reforms that benefit the majority of the people and is in many of the committees that serve the economy and social problems. In terms of healthcare, he has always been one for Medicare reforms that will increase the coverage for all of the beneficiaries.

Rep. Jennifer Dunn (WA) – Hose Representative Jennifer Dunn was born in Seattle in 1941 and after graduating high school attended Stanford University. Rep. Dunn is best versed in the fields of economic issues such as tax reforming and retirement policy. Rep. Dunn recently made history in 1998 when she became the first woman to run for House Majority Leader or any top level post. In terms of healthcare, Rep. Dunn has always tried to help out Medicare patients and has strived to improve the coverage of it.

Rep. Peter Deutsch (FL) – House Representative Deutsch was born in New York City in April 1957. After graduating high school, he graduated from Yale University of Law. Rep. Deutsch was elected to the House when he was 25 and has since strived to make reforms to the health and environment of Florida. His main forte generally seems to be energy and the environment, as he is a member in the Energy and Commerce Committee and the Democratic Environmental Task Force. In terms of healthcare, he has made some reforms to Medicare, but it does not seem to be his major issue to contend with.

Melquíades – A mysterious gypsy who travels the world and periodically returns to Mocondo. He returns even when he is thought dead by everyone. His strange parchment turns out to be the prophetic story of the Buendías in Sanskrit. He is an honest man who is fair and just.

José Arcadio Buendía – A man who married his cousin but cannot consummate the marriage for a long time because of the curse of incest. He is a man whose imagination tends to get the better of him and he makes decisions without thinking sometimes.

Úrsula IguaránShe is the longest living character in the entire novel, and sees more generations than anyone else. She constantly tries to keep everything together and straight, but it is hard with all of her relatives being involved in something or other. She is the entire cast’s link to each other throughout the entire book.

This was the book used for selecting the characters in which we are to develop our thesis for. It is the only source of information available for the character’s stories and provides many needed details.

 

 

V. Thesis

The thesis for this argument will tend to be on the side of voting yes to pass these bills. This bill seems to be a very well thought out and beneficial to Medicare recipients. The three characters can be used as analogies of Melquíades being a wise and thoughtful man who is kind and friendly. He could be used as a metaphor for the good choice of voting yes on this bill by careful consideration and thoughtfulness of the people. The second metaphorical character would be José Arcadio Buendía, a man who is quite inquisitive and sometimes rash, jumping into things without thinking about them. He could represent a bad choice of a bill in that if you rush things and choose to do something without thinking, it may not always work. The last metaphorical character of Úrsula Iguarán, would represent the choice of being compassionate and morally right. She always helps people out and she keeps everything tied together and straightens everything out. She could represent the choice of someone who is compassionate to the people, such as Senator Sarbanes, and would vote on this bill in the best interests of the people who are on the Medicare plan. With all three of these characters, it comes out to a well thought out choice, a rash, disorganized choice, or a choice made out of emotions for someone.
