With the Registration Act now appealed, Captain Steve Rogers grants Luke Cage freedom to assemble whatever team of Avengers he wishes to operate the way he wants to, recognizing the value in multiple teams of heroes being active. Luke agrees, and Iron Fist buys Avengers Mansion for $1 to be used as the New Avengers' base. Just as Cage has selected his team line-up, Rogers also sending Cage Norman Osborn's former associate Victoria Hand because he feels she can provide an important insight to the team.
