Cover by Mark Martin. The story picks up from TMNT issue #16, where the turtles meet a time traveling girl? This is a strange tale where the turtles end up having, what you might call, an out of body experiance. By the end of the book Master Splinter has the brothers straightened out but then everthing starts to revert to a more peace-loving state of existance. Leaving the four Ninja turtles and Master Splinter reverted back to their natural state before they all were mutated. The story continues in issue #23.
