After the mansion incident Jill Valentine, a member of the S.T.A.R.S, remained in the Raccoon City while the rest of the team left to Europe to uncover the truth about Umbrella and its research. Unaware of the T-virus being spread to the public, Jill tried to find out what exactly was Umbrella doing in Raccoon City. |

About the same time as the young cop Leon Kennedy came to Raccoon City (in RE 2), Jill realized that the city was being overrun by the infected monsters and that it was already too late to save it. The Raccoon City police forces tried to stop the walking dead but the results were horrible, only couple of cops survived the fight. Also Umbrella sends a U.B.C.S. (Umbrella Biohazard Countermeasures Service) team to take care of the incident. |
| Later on, before any contact can be made with any outside forces, Jill Valentine is caught in an explosion, which throws him to the streets. The living dead start to chase her as she escapes to a nearby alley. But that's not all it takes to escape the Raccoon City which has turned in to a nightmare… |
