scouters are used to sense kai power and measure it scouters are mostly used up until the end of the freeza saga but most of the z fighters never even used scouters because of the ability to read kai power without a scouter, vegita was the only one to use a scouter that is part of the z gang,here is a list of people who have used the scouters----nappa,raditz,ginyu force,all of freezas men,vegita and all of the saiyans before him,and probally a whole lot more, this was just to give u an idea of how many people used scouters before the freeza saga was over.
