This is a long process. Go to the library with Zell after having finished the Balamb Town section on disc two and talk to the girl with the ponytail. Now go back to balamb Town and enter Zell's house and you will find out that she has visited. Now head for balamb Hotel and pay 100g to stay the night. Afterwards Zell and the girl will meet up and you will get the magazine.

Speak to the soldier running across the bridge type thing repeatedly when you are going to the first contact point of the Lunatic Pandora and he will give you the magazine.
