Sally is Tommy's mom, and the head news anchor woman in Pleasentville. According to Merton, she's really... "talented" and you know, you don't often see that in the smaller TV markets. It seems that her main story is usually about the Pleasentville werewolf. But after Season 1, she is now hardly mentioned. I think she was on a brief episode in season 2 once on the news.
