To the left: Congress passed the Emergency Quota Act of 1921. This restricted European descendents at any year to a quota – this was set at 3% of the people of their nationality who lived in the U.S. in 1910. This was replaced by the Immigration Act of 1924. It cut the quota down to 2% and the origins base was shifted.

To the left: In 1922 the Fordney McCumber Tariff was passed.

It tried to limit foreign competition.The Hoover Smoot Tariff was

the highest tariff in history. Had we not passed it and

Europe not reciprocated, depression would have been recession.
