RE: Potential for school violence in Santa Barbara County.

There have been indications that students at Santa Barbara County schools may have been hypnotically manipulated to perform acts of extreme violence. The violence in schools around the nation has a pattern and an event on 6/20/99 fits the pattern. I include a photocopy of an article in the Newspress of 6/21/99.

Our conversation regarding the use of hypnosis augmented with nitrous oxide as an experimental treatment for sex offenders, rape or drug addiction touched on the uses of the circadian rhythm as an unconscious index for the human mind. The event at Santa Barbara High school on 6/20 indicate a student has been influenced with relation to the circadian rhythm.

Considering the incidents of hate crimes at San Marcos high school and other vandalism, my intuition is that the first incident will be there.

Yesterday I had a conversation with the deputy director of the probation department concerning the probation departments support for experimental treatment of the subconscious. The deputy director was unaware that sexuality, compulsion and aggression were behavioral elements of the subconscious mind. Please inform the probation department as it is integral to the safety and well being of Santa Barbara county residents, of the role the subconscious mind plays in these human activities.

I include a copy of my letter to the board of supervisors of 1/22/98 and ask for recognition of the fact that had I not warned for a mass insanity to occur here it would not have been a concern of the County. The Native Medicine People have an issue with the County so it was necessary to compel me to address the County when the mass insanity was initially planned for elsewhere around the nation with an obvious pattern set for the 22nd of the month in the schools to provide an indicator outside of coincidence for us to observe. If action is not taken in some way to address the potentials of subconscious programming, Santa Barbara will eventually be targeted.

RE: Person sent to S.B. co. Mental Health with symptoms of post hypnotic instruction.

Dear Merna McMillan,

Since our meeting of 9/21/99 I have encountered an individual who is known to me to be acting on post hypnotic instruction. His name is Steven. In perhaps the third week of October I asked him to go to the Mental Health Department and explain what was going on in his head and his life. I have spoken to him and he did and was eventually interviewed by Rafael Serrano. Steve needs the same treatment I do although his problems are different.

I believe he described a local scenario that he had been a part of. His father studied ancient Coptic hieroglyphics and symbology. Steve was undoubtedly inducted with an unconscious form of hypnosis by his father and carries his fathers developed fears of the "Pagan" uses of hypnosis. Steve also has contacts in the Native American world. Steve is a strong individual psychologically although he appears shaky. He went to Mental Health not for treatment because he knows that the limited treatments available do not work and has had them in the past. Steve knew Rick Caughill, the man who jumped from Cold springs arch. He mentioned to Serrano Ricks girlfriend and that two other boyfriends of hers had committed suicide. I didn't know this until last night. If it is true she is going to need treatment and she'll need it badly.

Another individual I was introduced to by a man named Williams named Casey has the most severe delusions I have ever seen. He is a peaceful and genuine individual who has serious problems. I believe he has recently become homeless and his deep delusion could turn into deep depression and suicidal tendency eventually. He will not go to the Mental Health Department and cannot believe he has a problem. Casey is typical in this and this is where information, concerning the unconscious hypnosis secretly practiced by various factions, to the public will save lives.

There are a few others I could send to Mental Health to help reinforce the departments acceptance of this phenomena. If I could assure them they won't be charged for a visit it will help. Inform me if it is possible to create a status for their contact with the department that will respect their intentions and abilities.

RE: Extreme irrational behavior and information.

Dear Merna McMillan,

In my living situation behavior appears to be a "hotbed" of post hypnotic instruction. Various interaction between tenants have a post hypnotically scripted intent to create conditions where human beings tend to have compulsions towards violence. Since my efforts to utilize the legal system compelling accountability by government for information protected by specific State legislation defining record keeping responsibilities, have failed, the information I possess of the "hotbed", unconfirmed by legal accountability, is not serving to protect the people I encounter and warn them of their role.

At this point I am unsure of jurisdiction in areas of service or performance because there are three potentially concerned county agencies, Law enforcement is concerned because of the potential for violence. Mental Health because the violence or its scenarios are exemplary of potentials and provide subjects that can be reprogrammed away from the, original, general conditional, hypnotically administered instructions exploiting unknown aspects of the unconscious mind. Adult Protective services because these are problems encountered with adults. Or the Human Relations Commission, because of the implications of denial and ignorance of the facts concerning the possibilities of the unconscious mind. For instance what is possible in racism or hate crimes when uncontrolled instructions are administered in a cataleptic trance at age six or less. Instructions utilizing ancient knowledge of the mind, enabling complete memory control on adult subjects who have been instructed at a time five years prior to the action taken with interactive post hypnotics of this nature. The adults in the scenarios I describe are people specifically sent into this situation to act with a degree of restraint, later scenarios will not have those controls.

This letter concerns verification of the potential of extreme action by recognition of concerned county departments that potentials remain undefined by performance of legal accountability of the public entity responsible for records. Admitting that because potentials are undefined by legal accountability, my contention that these events can be and often are post hypnotically driven may be true. As scripted either specifically or generally from childhood instructions and driven in their timing as well as the progress of conditions triggering actions.

Current situation as example. New roommate. Very different psych profile from adjoiners. Stereo conflict. Two old adjoiners group against new tenant. New tenant combative and 70 to 100 LBS less in mass than those he is conflicting with. I see this and explain to new tenant his potentially self destructive, dangerous position. I urge him to contact mental health, caution to not react, explain unconscious dominance of synaptic motor response and area of mind that can carry complex preprogrammed actions of a conditional nature that may express in uncontrolled perhaps destructive or self destructive ways. Repeat, urge to contact S.B.co. Mental health and to not react. I describe "button pushing set ups and see, roommate, Phil (computer oriented), understand conditional tests and how they could be used behind memory barriers to define the active elements, of complex synaptic compulsion. He laughs and says to me, "That's your trip and I'm not into that." and he will do no more. I explain to him my friend, Rick Caughill who jumped off cold springs bridge, August 31, who couldn't believe what I was telling him and told me a year prior that he would jump of the bridge if he wanted to and nobody could stop him. I at that time, fall of '98, I had the same dilemma, who do I tell about this and what do they do?

Three days later Phil asserts combative attitudes to yet a third party, father of little girl described in letter to Santa Barbara Co. (received October 4, 1999) Child Protective services, who approached me with a string of verbal lewdities, post hypnotically induced, who had been the subject of a peeping tom. Phil has been to emergency room on Sunday or Monday, December 6, +-.

My friend Jan has destroyed herself with alcohol since '96 while I've begged her from that time to seek hypnosis to end her compulsive behavior. She consciously couldn't see a reason, my information is unverified information. With regard to how your agency might respond I will suggest options that are either functional or politically correct in the current environment. I have requests into many concerned departments to communicate to the Sate Dept. of M.H, support of permission for S.B.Co. Mental Health to administer voluntary experimental treatments to sex offenders, aggressive, drug addicts etc.. I suggest that to independently support that permission from the State to the County could function best for the best interests of the peoples safety. People who do not have behavior causing severe problems can be triggered to make serious errors in judgment resulting in deadly conditions. The recent bridge collapse on HWY 246, the crane that toppled on the same project a week or so later and the destruction of the pedestrian overpass at Cota streets are examples. For the best protection, if information is provided to the media concerning the rational validity of my material request of you and you were to confirm that these things may be true, the resulting acceptance of reprogramming treatment could protect lives and property.

As an alternative a letter addressed to me stating that you recognize certain federal laws may have been violated concerning my efforts to obtain legally available information, public records from the public entity responsible, that I could use to support my claims of a danger to the public or enhance my efforts to warn people, and because of the absence of information supporting a contention that the information I provide to your agency having public concern for safety is not invalid, the information I present may be valid and that anonymous counseling and assistance could be extended by S.B.co. M.H. or as recommended to or by your department or another, to allow curative or protective actions to be taken that might prevent the loss of life and property. An answer could be justified in any case based on the extreme irrational violence in schools and elsewhere, so I urge you to actually write the letter.
