The Devorae Imperium is an ancient race and we have seen many empires emerge and disappear into nothingness. We are always looking for worthy allies that can stand the test of time. We are not a race of peacekeepers nor warmongers. We only wish to bring "improvement" to weaker empires or to empires that have been stagnant and show no purpose for their existance. This form should be used for Empires that are not part of the SE3 Ladder System or if the Ladder is overloaded, unaccessable, or down.
