endorses 'Matthew's Law'

The City Council in this city where 9-year-old Matthew
Cecchi was slain has voted unanimously to support
"Matthew's Law," which would make the killing of a child
under the age of 14 a capital offense.
Assemblyman Steve Baldwin, R-El Cajon, has introduced
a bill in the state Legislature to add such a slaying to the
list of special circumstances that would make the penalty in
a murder case death or life in prison without the possibility
of parole.
Mayor Dick Lyon said it is only fitting that the City Council
endorse the proposed change in the state Penal Code.
Matthew's throat was slashed in a restroom at Oceanside
Harbor Nov. 14 while his aunt waited for him outside. A
drifter, Brandon Wilson, 20, has been charged with the
crime.
