"Matthew's Law"
"Matthew's Law" Becomes Assembly Bill 4 (AB 4)

A bill that would make the heiness murder of a child under the
age of 14 a death penalty special circumstance was introduced Monday,
December 7th by Joint Authors Assemblyman Steve Baldwin (La Mesa, AD77)and
Assemblyman Howard Kaloogian (Carlsbad, AD74).
The bill has garnered support from several Assembly Members including:
State Senator Bill Morrow (Oceanside), State Senator Steve Peace (El Cajon),
Assembly Women Pat Bates (Laguna Hills, AD 73)
and Republican Leader Rod Pacheco, who as a Riverside District Attorney
prosecuted criminals under the Death Penalty.
Legislation similar to "Matthew's Law" has been killed in the past
by liberal Democrats in the legislature. One liberal who voted against
a prior bill was San Diego State Senator Dede Alpert.
