Cover letters create a first impression for the employer reading it. In order for the employer to want to consider your resume, you must sell them on your cover letter. To send a cover letter that is not tailored to the specific company is a sign of laziness. The cover letter gives you another chance to emphasize what you have to contribute to the company or organization.
