Maryland—the
turnaround story of the decade for the ACC, Maryland
benefited most from the declines of North Carolina, NC
State and Virginia: they beat UNC 5 times in the 2000s vs 2
in the 1990s, NC State 7 times vs 2 times, and Virginia 4
times vs 2. By the end of the decade, though, the magic
fizzled with Maryland going 2-10.
Boston
College—maybe
Boston College moving to the ACC from the Big East isn't
the main reason they had a better record in the 2000s, but
it doesn't seem to have hurt.
Wake
Forest—like
Maryland, this team benefited directly from the declines of
other ACC teams: they beat FSU 3 times in the 2000s vs 0 in
the 1990s, UNC 4 times vs 1 time, and NC State 5 times vs
2.
Clemson—maybe
more than any other ACC team Clemson capitalized on the
decline of FSU, beating them 5 times in the 2000s vs 0 in
the 1990s. The decline of UNC and NC State didn't benefit
Clemson much since it beat them regularly in the 90s. If
FSU returns to powerhouse status, look to Clemson to drop
out of the top spot in the ACC Atlantic Division for
good.
North
Carolina State—overall
NC State didn't drop off hugely in the 2000s, but it was
decidedly weaker during the decade. In the 1990s the team
had 7 winning seasons; in the 2000s it had only 5.
Florida
State—FSU's
loss during the 2000s was everyone else's gain. Though the
Seminoles still had a lot of wins during the 2000s they
couldn't keep up with the torrid pace of the 1990s when
they lost 13 games across the entire decade. Also, though
they started the decade strong they were close to mediocre
by the end.

Virginia
Tech—Virginia Tech was strong in the 1990s and
strong in the 2000s. Like Boston College, moving to the ACC
might not be the main reason they had a better record but
they certainly did not find the conference to be difficult
to dominate.
Georgia Tech—to some
degree Georgia Tech fattened up on Div 1AA opponents in the
2000s vs the 1990s (like a lot of teams), but they were
also a steadier team in the decade, albeit less impressive
at their best. During the 2000s, the team never won fewer
than 7 games in a season; in the 1990s the team had a 1-win
season and three 5-win seasons.
Miami (FL)--who's
to say if moving to the ACC had anything to do with Miami's
drop in the 2000s. It didn't hurt Boston College or
Virginia Tech. But like Florida State, Miami came into the
decade roaring like a superpower and left the decade very
beatable.
Duke—a bad team in the 1990s
became a really bad team in the 2000s.
