Governing White men in Indian Country
                                                   by Kenny Morin

It is widely known that various Indian Tribes of this continent Governed their people, there is no doubt. When the Half Breed Indians Governed West Central of this continent now known as Canada and North America.

Plus, along with which is now known as the United States of America. The Half Breeds Governed in Truth, Trust, Honesty, Integrity, Deliverence on Treaties, Promises and Fellowship, like their brother The First Nations. Much of this has been taken away.

When the Half Breeds Governed, every single one on this continent, had Land, food, clothing, shelter there was no poverty, as introduced by the White Man. Where/which we have now here. Brought on by the influx of immigration, Land takeovers, Natural Resources, depletion of First Nation, Metis, and Half Breed ancestral natural diets.

Even called traitors in their own homelands by these comming and Governing whiteman. I am sorry, but the White man has been trespassing since the Columbus Landing.

Not to forget the visit of the Vikings, but the Indians have been trading with the Europiens as far back as the Egyptians and even farther it's just that after the trades the visitors left.

Never taking away the Lands, foods, clothing, shelter, Rights, like these White men do. No, I am not racest against White men, it's just that they don't have Rights here as they are led to believe. The mother tongue with which they speak is their homelands and it is not here.

As you are aware from this commentary the various White men with their Kings and Queens, bringing their laws with them. Later, they are the treasonests towards their very own Kings, Queens, Crown. As they Govern themselves this side of the seas.

White men institutions failing, failing the people, various mistakes, scandels, Drunkers, arrogant speeches, vocabularies and oratory list goes on and on.

For a while, before, I found my roots and the extensive research on this nature. I wanted to be a White man, in spite of the fact, that I was a Half Breed.

Now after all the history of these men, this side of the sea, with their lying, cheating, stealing, killing, sacrificing souls. Over this Continent. I am happy and proud to be a Half Breed.

Dear Mr Guptill:

The Government of Canada and Governing Bodies
should be hung from the highest tree where ever in may be. For they are treasonest towards their own Queen and Crown and towards the First Nations, or Metis, or Half Breeds. May every supporting dog, howl for their, these Government Officials hanging.

Its clear as in the Manitoba Act Section 31 this Government of Canada treasonest towards the Queens Proclamation 1870 which made Manitoba a Province, also known as the Covenent.

Canadas very own "Veterans Land Act" as far back as when it was created. This Government of Canada with knowledge, intentionally or with reckless indifference to the outcome of its actions, interfered with the performance of the said covenant, causing breaches of the said covenant by Her Majesty the Queen and resulting in damages to the acres of land to the First Nation Veterans and to pass on the inheritance to their children.

Their poor treatment to First Nations, Metis, Half Breeds by all levels of Government, "tragic experiences". Scandels, KickBacks,Raping of First Nation, Metis, Half Breeds, of their lands their Natural Resources.

Government Institutions have failed First Nations, Metis, Half Breeds across this country. Government mistakes that were made by Governments of every Political stripe over the course of Canada's history. Paternalistic policies which fostered inequity, intolerance, isolation, indifference, I say again, the Government of Canada, treasonest to their very own Queen.

Again Governments technique of getting what they want is through long practice, highly developed. They help you, but they are interested only in gratifing their own.

For one thing, they murmur and complain. Cause people to become dissatisfied with life. False Teachers/Politicians use great swelling words to impress ignorant/unlearned people.

Teachers/Politicians are out to please themselves by taking advantage of others. What they boast about, they really aught to be ashamed of.

Apostates can produce foam because of their pride and arrogant speech. They impress people with their vocabularies and oratory but what they say is hot air. They also use flattery, to manipulate their listeners.

And at the end of it all, these First Nation, Metis, Half Breed Soldiers are forgotten by Canada after their usage is over. This is not a country to be proud of what they did to the First Nations but to be ashamed of.

Still unempressed

Dear Mr Guptill:

How dare you or VAC deny me, of my inheritance through my father, his last dependent at home. Who lived a common unwritten law dependent relationship.

For eleven years under First Nation Law we shared our lives together. This date February 1, 2000 by the (Federal Ministers National Round Table on) First Nation Soldiers is Discrimination and prejudice to the fallen First Nation Soldiers, also surviving First Nation Soldiers who died before this date and leaving their families. They defend this country, are shot at and bombs flying every where. Some were held in Stalag POW concentration camps.

If lucky enough they return home then are never told of the soldier settlement act. Where they are to be offered land but were never contacted. Covenant by Her Majesty the Queen, inter alia, to set aside and continue to set aside on an ongoing basis soldier settlement land.

Governments technique of getting what they want is through long practice, highly developed. They help you, but they are interested only in gratifing their own.

And at the end of it all, these First Nation Soldiers are forgotten by Canada after their usage is over. This is not a country to be proud of what they did to the First Nations but to be ashamed of.

If I have offended any one in this letter I apologise but I feel strongly. In what I stand for and my rights to land through my fathers service for Canada and to reserve land under the Soldier Settlement Act and The Queens Covenant, inter alia, to her soldiers who defended Canada.

I remain unempressed

Dear Mr. Paul Anderson  Department of Justice (Federal)
Mr R. Dewar   Department of Justice (Federal)
Ms or Miss Holly Penner/Heather Leonoff   Department of Justice (Manitoba)

The Metis do not have Rights to the Half Breed Lands set aside by Queen Victoria 1870. In her Proclamation, she said the Land 1.400000 acres is reserved for Half Breeds.
Yes, the Metis are recognized as one of the Aboriginal People in the Constitution. They are not recognized as inherent Half Breeds to this Land in the Manitoba Act, the 1.400000 acres.

The Metis did not exist in the Queens discription. The Half Breeds do. The Red River Half Breed Association descendents are, for they are Half Breeds. In our "Notice of Motion" Red River Half Breed Association and myself have proven that I am Half Breed along with my family and Ancesters. To which I Sworn to Oath before the Court of Queens Bench and to God.

I do not know how or can comprehend how, the Metis can claim Rights to our Half Breed Lands set aside by Queen Victoria. Secondly, I cannot comprehend, how did the Manitoba Metis Federation, get Government of Canada to funnel money for that organization if in regards to Half Breed Lands. The Metis do not exist in the Queens Proclamation of 1870, the Half Breeds Lands are set aside for Half Breeds.

With respect, The Red River Half Breed Associations intent, maybe, is  posed to sue the Attorney General of Canada and Attorney General of Manitoba. But this can be avoided if they negotiate in good faith with the Red River Half Breed Association over our Half Breed Land Entitlements.

You recieved our proposel  which was put forward to the Governments and included with one of our, sworn affidavits as evidence attached to our "Notice of Motion" and I say/request with respect, you can also deliver to your Government our request for this proposel. To expediently deliver our Land Entitlements. The Red River Half Breed Association is fighting for our Half Breed Lands, so we can recieve and prosper as descendents to our Rightful promised Land.

It is no doubt that the Metis are, Half Breeds. Now, under their French fathers terminology in discribing their offspring with First Nation Wive's, the children are Metis accordingly to the father.

However, the country is Reigned by the Queen of England. If in deed this country was Reigned by the Queen of France. Then the Metis would be farther recogized.

Now, as Half Breeds they are entitled to hunting, fishing, trapping, for food at all seasons of the year. Under the Natural Resource Transfer Agreement of 1929 and 1930 plus prior to the creation of Manitoba. For they are Indians.

In the English Queens Proclamation of 1870. Just take a look at the Manitoba Act, Section 31 it reads - to extinguishment of Indian title to land - One Million Four Hundred Thousand Acres of land set aside for Half Breeds.

As Half Breeds and Natives of this country they share in the First Nation Homeland. Sure, the Whitemen came before the Metis for that is half of who they maybe. But in referring to Half Breeds they came before the Metis or the Whiteman.

Example, a Cree man and Chippewa woman their child is Half Breed. But yet still an Indian. Another Example, here Half Breed changes some what, A Scotsman and North American Indian woman their offspring child is Half Breed in English term. But yet an Indian. A Frenchman and North American Indian woman their offspring child is Half Breed in English term as understood by Britain. But yet still considered Indian.

The Half Breeds made their Treatie with the Queen of England not with this Government, only the Queen. So Government really does not have jurisdiction over the Half Breeds or First Nation People as we are led to believe. This Government does have jurisdiction over its Immigrants though. As long as the First Nation People and Half Breeds allow.

                                                    DAY ONE COURT

Feb 18 2003 - In Winnipeg Law Courts near Broadway at Kennedy in the old Court Block. Red River Half Breed Association Inc was posed  to forward its Notice of Motion to be party in regards to Section 31 and 32 of The Manitoba Act 1870, Half Breed Land. They have been delayed until all parties, have had a chance to read the RRHB Documents put forwards in this case. Since only a few Lawyers had recieved them by this day in court. Out standing was (CAP) - Congress of Aboriginal People, which later eliminated its self of this case. There is a few pages pending on behalf of the RRHB Association. To be forwarded to the remaining Lawyers. So the Motion will be heard only after all other Motions have been heard. Requested by MMF Lawyer Berger. All Parties agreed.

This week for Weds 9: 30 am, Thurs, Fri, more motions will be heard. If all parties bow out then MMF has clear sailing towards a trial date. That is yet to be Reserved. The RRHB will try to be and stay as representitives for the Half Breeds. For they are talking about our Half Breed Land Entitlements for we are not only Metis. For we are also, Indian/Scots, Indian/Irish, Indian/English, Descendents. Of Historial Half Breeds. Long before the Province of Manitoba was created.

                                                   DAY TWO COURT

19 Feb, 2003 - Winnipeg - The Red River Half Breed Association, was aloud today to hear it's. " Notice of Motion " 2.pm at Court of Queens Bench in regards to the Manitoba Metis Federations Land Claims Case. RRHB Association had found out today that the MMF was not going in the direction of desire that the RRHB Assoc was geared towards. Over a lunch hour break Kenny Morin and Rene Laroche exchanged views with one of the Lawyers.

The view was that the MMF was not asking for any Land but money as Mr. Morin was informed. With this view, Morin later came to the conclusion that this was not what RRHB Assoc Incorporated under, with Mr. Laroche's support. Returning for the 2 pm appearance. The " Notice of Motion " was retracted with no costs by request of the RRHB Assoc to be party in this Case.

Morin said " The Manitoba Metis Federation is not seeking Land  but only money, that is not where the RRHB Assoc stand."  Further said Morin " The RRHB are looking towards large, tracts of Land in the Southern parts of Manitoba, set aside in the Manitoba Act, the Queens Proclamation 1870."  Morin continues " The Half Breed Homelands, set aside as Half Breed Reserves."

Further Morin said to Mr Laroche " It's a sad sad day when the President, David Chartrand of the MMF says," " If the Metis had Land, they would be so stupid that they wouldn't know what to do with it, Quoting Mr Sutton's phone conversation over Land"

" The RRHB Association will be serveving, the Attorney General of Canada and Attorney General of Manitoba with our own Law suit over Half Breed Lands under Section 31 an 32 of the Manitoba Act." concluded Morin.

Comment from Leader Kenny Morin of

Red River Half-Breed Association

Deputy Prime Minister John Manley of
Canada comment of  "But I don't think it's necessary
for Canada to continue with the Monarchy." does not
echo with the Red River Half-Breed Indians here in
  Manitoba.

If she does give up her Reigh. She has
children plus grandchildren to take her place. If she
even contemplates this her family will continue to
Reigh. Lets put Mr Manley on the dole or even say," I
don't think its necessary for Canada to continue with
the Pension check payments after fulfilling his five
years." Farther to note that if the Queen desides to
giveup her Reign in Canada. Then the Land would return
reversal back to the Indians of this Country. We
entombed our Treaties with the King, also with the
Queen.. We did not sign with the government of Canada,
only the King and Queen. I would agree with Mr Aimer
Dominion Chairman of the Monarchist League, Manleys
words where rude and inconsiderate.  The Government of
Canada has practised this for a hundred years with the
First Nations. The Red River Half-Breed Indians are
still waiting on Ratification of our Half-Breed
Treatie through section 31 of The Manitoba Act since
1870. Your Majesty there is no reason for you to leave

In regards to Court of Queen's

Under Section 31 of the Manitoba Act 1870 as inherent
Half-Breeds discribed by the Queen in 1870. The
Manitoba Metis Federation Inc are claiming rights to
the Land issue of 1870, therefore the Red River
Half-Breed Association Incorporated in fall of 2000
claim rightful heritage to the Land in question. How
can proceedings in Land  issues be done without the
Red River Half-Breed Association Inc being not
present. That is our legal stand on this issue.

(2) According to our Half-Breed Laws, our historic
Leader Lous Riel Represented the Legal Division of the
Half-Breeds. As so, through out our formation of this
country and prior to the Manitoba Act.
Half-Breed Law and Jurisdiction has been practised
before the creation of the Red River Settlement.
And Province of Manitoba. There have been Recorders
such as Adam Thom, Francis Godschall Johnson, Dr. John
Bun, John Black, Cuthbert Grant. On May 2, 1670 King
Charles Granted to Governors of Ruperts Land (that
included Red River Settlement,) a Royal Charter to act
in Jurisdiction and Judge, (therefore, the Governor of
Red River Half-Breed Association Represents our Legel
Division and Council.) If an offence was committed in
any part of Rupert's Land, where there was no Governor
and Council of Half-Breeds the offender would be sent
to England for Trial.

(3) If You or the Courts do not respect the Half-Breed
Laws prior to Colonalisiam and the 1670 King Charles
Royal Charter, that then, would be some what Raciest
to the Half-Breeds and Natives of this country, before
1870 and after.

(4) In Half-Breed Law casual spoken pleadings
prevailed, Judges required to sit for long hours at a
stretch, but yet not over worked.
In Half-Breed Law no attempt to exercise
jurisdiction over any one, except when committed
offences against the Half-Breeds of this country.

Please forward an Opinion on all listed subjects of

Re: Dumont and MMF et al v. A.G. Canada and A.G. Manitoba

Dear Sirs:

I acknowledge your most recent e-mail dated December 5th.

I believe that you have misunderstood what I tried to tell you in my letter
of November 5th.

You cannot be heard in the trial or the case conferences just by writing
letters to the Court or to the parties in the case. It doesn't work that
way.

I am not saying that you or the Red River Half Breed Association cannot or
should not be heard in this case. That is up to the Court of Queen's Bench.

The point is that you have to follow the Queen's Bench rules if you want to
be added as an intervenor or as a party. If that is what you want, there are
certain prescribed documents that have to be filed in the court office.

That is why you have been urged to get independent legal advice. I encourage
you and your association to consult with a lawyer who can explain how to
proceed if you want your message heard in this case.

Yours truly,

Paul Anderson

TO: All Parties of this Case

Under this 1670 King Charles II Royal Charter, Red River Half-Breed
Association has Legal Rights. To be Represent by our Governor and Council.
In regards to the Land Entitlement Case number C81-01-01010 Section 31 of
the Manitoba Act. Half-Breed Land.

The British Parliament, in 1803 passed the Canada Jurisdiction Act. This
short act provided, in part, as follows: "Offences committed within any of
the Indian Territories, etc, shall be tried in the same manner as if
committed within the provinces of Lower or Upper Canada. The Governor of
Lower Canada may empower persons to act as justices for the Indian
Territories, etc for committing offenders until conveyed to Canada for
trial, etc." If indeed not allowing the Red River Half-Breed Association to
be party of this case, is a offence to the Half-Breeds in this Province of
Manitoba under the Queens Proclaimation of 1870 our Half-Breed Reserve Land.

In 1805, Lord Selkirk, having in mind the founding of a colony in Red River,
obtained an opinion from Sir Samuel Romilly, then the acknowledged leader of the
Chancery Bar of England, that the Canada Jurisdiction Act gave no
jurisdiction to the Courts of Lower and Upper Canada to deal with offences
committed within the territory of the Hudson Bay Company. Despite this
uncertainty, the Courts of Lower and Upper Canada did exercise jurisdiction
over offences committed in Rupert's Land.

At York in October, 1818, before a Court presided over by Chief Justice
Powell. This was but one of the cases, arising directly from the rivalry in
the Fur Trade, which was tried in the Courts of Lower and Upper Canada.
After Seven Oaks, a Royal Commission was appointed to look into affairs in
Rupert's Land. Its report was presented to Parliament in 1819. Two years
later, "An Act for regulating the Fur Trade and establishing a Criminal and
Civil Jurisdiction within certain parts of North America" was passed, quote,
Number (4) Justices of the Peace were appointed to determine causes in the
Indian Territories.

In 1821 Rupert's Land was divided into four districts, called Departments.
Each Department had its own Governor and Council. The District of
Assiniboia, which extended for a radius of fifty miles from the junction of
the Red and Assiniboine Rivers, was in the Northern Department. the Governor
and Council of this Department held its first meeting on August 22, 1822.
The Governor and any two of this Council were empowered to administer law
as well as judicial functions.

In 1835, Assiniboia was divided into four judicial districts, each with its
own court over which a Magistrate or Justice of the Peace was to preside.
These courts could deal with only minor cases. More serious matters were to
be heard by a General Quarterly Court which consisted of the Governor and
Council. The General Quarterly Court of Assiniboia met four time yearly, in
February, May, August, and November. In 1839, the Governor and Committee
in London made further improvements in the judicial system.

The Red River Half-Breed Association cannot be denided there place as a
party in this case to Half-Breed Land, set aside by the Queens Law, her
Proclaimation of 1870 under Section 31 of the Manitoba Act.

The Red River Half-Breed Governor is our Legal Representitive and also cannot
be denide his part as Lawyer to this case. As also his two Council to administer law.
The Metis are only 1/4 of the four groups that are entitled to this Half-Breed Reserve Land
set aside in the Queens Law and Proclamation of 1870. The Red River Half-Breed Association
encompesses all four groups. We do not choose with only one group like the Metis.

    Associate Chief Justice steps down

Winnipeg, Manitoba 9th Dec 2002 - I was quite surprised. Should I say not surprised that
Judge Jeffery Oliphant steps down. In regards to the Half Breed and Metis Land Entitlements
under Section 31 of the Manitoba Act.

As I was saying, once before in my commentary. These poor Court of Queens Bench Judges
of Manitoba and Canada do not want to risk being lowered to a commissionaire or parking meter
man, when it comes to our Land Entitlements.

Judge Oliphant voiced that he would not want to be in a conflict of interest since he found out
that his counterpart was of Metis descent. It makes me wonder why a year ago. He never made
this known to the parties of this case, when we were to go to Court in May 13, 2002 and prior in
Febuary of his written decision to adjourn the Federal and Provincal Government this year.

Democracy is not present here in this case. Only dictatership of this Government of Canada.

Why was I fasting Week of Sept 18, 2000 at Memorial Park
                                        Winnipeg, Manitoba, Canada

Because I wanted Government to take me seriously, I am living in deprivation of my fathers
160 acres under the Manitoba Act Section 31. The Queens Proclamation and Law of 1870.

                                                  With me Fasting

It's a Spritual way insaying I am tired of living with Governmental broken promises that
promise us a better life if we were to surrender our ownership to this Land. They, are the teeming
Emigrants from many other lands. They, really don't understand our ways. They, take away our
life style and tell us that we are living an uncivil exzistance. Us Aboriginals had the cabins by the
waters. Look who has them now the immigranters. So they must be living an uncivil life style
under Governmental standards. The Governments of Canada have lied and cheated us out of our
homeland. I want to be self supporting from this Land promised to my father through the
Manitoba Act. I was on social assistance my benefits are suspended because I didn't bend to there
inforcement. They, have violated there own Laws under the Charter of Rights and Freedom in
Canada. They, should be removed of there positions. My children suffer as I did and my father of
broken Governmental promises under the Manitoba Act Section 31. The Queen of Englands Law.

                                                        In Fasting

If I should die, at least I fought to the end for my Rights and let this be a examply of one
man who does not except the passing of the buck (money). I don't need no pat on my back. I
come from a line of real Leaders like Gabriel Dumont, Antoine Morin, Joseph Morin, my
Grandfather and my Father they were for the people and so am I.

                                                         Fasting

I have no more to lose in what I am doing except an Honorable way to die. If this what
comes of my stand against Government, while they sit in office, so be it. The grass roots people
will suffer in Deprivation and Dictatorship this is not Democracy. Our young people do not have
really a path to follow, torn from there natural inviroment to live in this Cold and Concrete Jungle
of so called Civilization. Our young need there own open space to live there natural exzistance as
Aboriginal. Today our young run in packs and are criticized for things that they did not do but to
hang with friends in this Concret Uncareing Inviroment. Money has become Civilizations idol.
Government is a great leach and follower of such false idols, when all the Land is Contaminated
and all the Water is Poisoned you idolers can eat and drink your dollar bills (money) .

                                          Government could at least

Check in to my Claim and grant it and other Claims that will follow by others who have
not recieved there 160 acres promised under the Manitoba Act Section 31, the Queens Law.

       ......................................................................................................................

What was the out come of this letter sent to Government of Manitoba

Well after a week of Fasting a representitive of the Minister of Aboriginal and Northern Affairs
(Mr Eric Robinson at the time) Bev Carriere said they would look into this matter, but nothing
had really come about. It was still about fees and money, and now us still looking for Ratification
of the Queens Law.
