Getting Volunteers.
One of the hardest challenges is getting volunteers in class. If the kids are reticent, I simply choose a number at random. The kids are all assigned a number in classes, so this form of coercion is usually enough to elicit volunteers.
Another way is to use the Mingle song. I got this from Richard of Genki English. Teach the kids the mingle mingle mingle song, and then call out a number. The kids have to form that number of people in a group. The remaining students are your volunteers for whatever activity you need.

Making Questions.
Getting the kids to ask questions is like pulling teeth. One way I solved this problem is when we have reading class I have them read a passage from the text and then have them ask questions. Who went shopping? What did dad do? etc. I have found that it carries over into all aspects of their learning. They discover that they can indeed for their own thoughts and not rely on me to stimulate class time.
