By ROGER J. BROWN San Diego State University Jan. 22, 2003 For some, the residential income market may be stratified into three distinct segments based on size. Let us refer to these segments as tiers. The smallest of these might reasonably contain buildings of four or less units. These are often owner occupied and enjoy a variety of special financing programs, some of which are subsidized by government agencies. We will call the market for these properties the Tier I segment. At the other end are the largest properties often owned by institutions, hence the name Institutional Grade or Institutional Size property. This is the market's Tier III. We really don't know where the Tier III market begins but just for argument sake let's say that institutions have no interest in residential properties of 100 units or less. Few would argue that the acquisition standards and criteria for Tier I and Tier III property differ as much as the participants in these two markets. The level of due diligence, analysis techniques, appraisal standards and negotiating prowess all increase with a move from the one-to-four unit Tier I property to institutional grade property. Hence, we argue that due diligence is a function of property size. If we restrict our argument to the extremes of the market, a graph of this claim looks like Figure 1. It is interesting to watch the remaining property in the middle. Tier II property is beyond the owner-occupied, small-investor stage but short of institutional grade. One wonders if the move in sophistication is continuous across all property sizes. Thus, keeping the size assumptions from above, we ask if due diligence increases continuously with size. If so, Tier I represents a minimum level of due diligence and Tier III the maximum. If we claim that due diligence increases with size, one would expect an increase in due diligence across Tier II as property size increases, as shown in Figure 2. Figure 2 illustrates a "static" model, a snapshot of reality at any given moment. Whatever we believe about how investors approach the acquisition process, it is likely that such a process changes over time. Thus, it is a dynamic process. This only means that the acquisition standards of 1992 are probably not the same as those of 2002. Acquisition standards should be viewed as many other things in the market -- cyclical. There are interesting things to ponder about this. For example, The San Diego Union-Tribune ran a front-page article on Sun., Aug. 18, 2002, in the real estate section titled "Under Pressure" about how "In (a) hot housing market, appraisers are hard put to keep home valuations in line with reality." Let's extend that to residential income property analysis and see where it takes us. Most real estate brokers in a hurry resort to rules of thumb to quickly evaluate whether a property is worth a closer look. The use of a rule of thumb for acquisition is a different matter; it represents a reduced level of due diligence over more sophisticated methods such as discounted cash flow, or DCF, techniques. The Tier I market rarely uses DCF, more often using the rule of thumb known as gross rent multiplier, or GRM. At the lowest size of Tier I, the single-family rental, value is perhaps, say, 100 times its monthly rent. Some apply that to duplexes, triplexes and four-plexes. Somewhere along the line monthly GRM is abandoned in favor of annual GRM. This is hardly a rise in sophistication because the annual GRM is just the monthly GRM divided by 12. Most would agree that few if any Tier III acquisitions are made on the basis of GRM. The question is: At what point do GRMs drop out completely in favor of DCF and other sophisticated methods? Is it 20 units? 50 units? 90 units? Also, wherever the drop-out point may be, how does the drop-out point change in different markets? Perhaps most important, why does it change? The San Diego Union-Tribune article should be viewed as a clue to the often asked but seldom answered question: When will it end? Or, where is the top? One way to approach that question is to ask: When do the simple rules of thumb that shouldn't be relied upon for decision-making creep into the larger buildings populated by what should be the more sophisticated investors? If a 20-unit building made up of two-bedroom units renting for $1,000 per month is selling for $100,000 per unit, it computes to the old 100 times gross monthly income rule that used to apply to houses. That says the housing consumer is paying the same in rent-to-benefit terms for an apartment as he once paid to rent a house. Apartments don't have yards; you have to share walls with neighbors who may be less than cooperative. When house economics, ratios and standards begin to drive apartments, it may be time to reassess. My guess is that if one looks back in time, whenever rules of thumb dominate appraisal and acquisition standards at the larger property levels, the last busload of greater fools are ushered into the path of the rotating knives. Figure 3 illustrates a possible cycle. The essence of the rules of thumb is to impound future events implicitly into one simple measure, a kind of short cut. By contrast, the central value of forward projection methods is to require the analyst to explicitly consider the effect of changing future events on the expected outcome. Departing from more complete methods in favor of the rules of thumb basically says "I don't care what the future brings" or "The future will be just like the present." Both of these sentiments have always proved counterproductive over the long run. Another and related consideration is percentage of household income that is devoted to housing. Tracing value back to the source we find the relationship: Disposable income ? Portion devoted to housing? Rent? Value. Asking how high is high involves asking the point at which people can no longer take from other consumables to support the housing portion of their budget. To illustrate this, Figure 3 could be amended to show housing income percentages on the left axis. Data exists to shine light on these questions and the Real Estate and Land Institute at San Diego State University is dedicated to finding ways that real estate professionals can wisely and appropriately apply data to their business. San Diego History Societies and Museums Old Town State Historic Park Old Town State Historic Park is where the city of San Diego began. The original mission and presidio were nearby; the town developed below as retired soldiers and settlers built homes here. In the mid-1830s, Richard Henry Dana, Jr. described Old Town as "about forty dark brown looking huts.. and three or four larger ones, white-washed...". Today's Old Town recreates the setting of California life during the Mexican and early American periods, 1821-1872. It became an historic park in 1968. Three original adobes have been restored, the Casa de Estudillo, Machado y Stewart and Machado y Silvas. Buildings now house museums, shops and restaurants. Hinton launched this business in the 1860s, providing blacksmith services, coach repairs, feed and accommodations for horses and teamsters. Blacksmithing and other demonstrations. Hours: Wednesday and Saturday 10-2 Casa de Bandini Born in Peru, Juan Bandini came to California with his father, master of a trading vessel, in 1819. He became a Mexican citizen and son-in-law to Jose Maria Estudillo in 1822. La Casa de Bandini was completed in 1829 and soon became the social center of Old Town. Juan Bandini held various offices during the Mexican regime. When Americans took over, he supplied them with horses and supplies from his rancho. In the early 1850s, Bandini was forced to sell his home because of financial losses. Alfred Seeley purchased the crumbling home in 1869, added a second story and opened the building as the Cosmopolitan Hotel. Later the building was used as a store, pickle factory and motel annex, and now hosts a Mexican restaurant. (619) 297-8211 Hours: restaurant opens at 11 daily, 10 on Sunday Casa de Estudillo Construction of the most famous Old Town adobe began in 1827 and was completed in 1829 by Captain Jose Maria de Estudillo , commander of the San Diego presidio. When he died in 1830, the house passed to his son, Jose Antonio Estudillo , who served as revenue collector, treasurer, alcalde, and judge of San Diego under Mexican rule and later treasurer and assessor of San Diego County under American rule. He married Maria Victoria Dominguez and their family lived there until 1887. The original adobe home was restored in 1910 with funds provided by the Spreckels family, under the direction of Architect Hazel Waterman; it was donated to the State by Mr. Legler Benbough; furnishings were provided with the assistance of the National Society of Colonial Dames of America. For many years, the building was mistakenly known as "Ramona's Marriage Place" from Helen Hunt Jackson's novel. The museum now features furnished rooms and a working kitchen and large courtyard. Hours: 10-5 daily; Admission: free Casa de Machado y Silva Jose Nicasio Silvas, who built this house between 1830 and 1843, lived here for many years with his wife, Maria Antonia Machado, and children. Their home stayed in the family for over 100 years, and subsequently became a boarding house, saloon, restaurant, art studio, souvenir shop, museum and church. Casa de Machado y Stewart A restored adobe (mud-brick) home from the 1830s, built by Jose Manuel Machado. Jack Stewart, a native of Maine, married Machado's youngest daughter, Rosa, in 1845 and the couple moved in with the Machados. The house was occupied by descendants of the Stewarts until 1966. Wander behind the house to discover one of the loveliest garden spots in Old Town. Derby-Pendleton House Liuetenant George Horatio Derby (1823-1861) arrived here in 1853 to divert the San Diego River back into False Bay. Derby is remembered best as Squibob or John Phoenix, for his humorous pieces published in the San Diego Herald, and Phoenixiana, first printed in 1855. Not currently open to the public. When not engaged in military duties, they assisted the community by building the first fired-brick structure in Old Town. Originally designated as a townhall and schoolrooom, once the state legislature incorporated San Diego as the first city in California, it became the office for Mayor, City Clerk, Board of Supervisors. Reconstructed in 1992, the First San Diego Courthouse Association is planning reconstruction of the original jail cell behind the building. Senlis Cottage ~ 1896 ~ 19th century vernacular ~ This modest cottage was built for Eugene Senlis, an employee of San Diego pioneer horticulturist Kate Sessions. Sherman-Gilbert House ~ 1887 ~ Stick Eastlake ~ John Sherman, cousin of Gen. William Tecumseh Sherman, hired architects Nelson Comstock and Carl Trotsche to build this house. From 1892, sisters Bess and Gertrude Gilbert , patrons of art and music, brought internationally famous entertainers to receptions in their home. Anna Pavlova danced in the music room and Artur Rubinstein played piano here. Bushyhead House ~ 1887 ~ Italianate ~ Edward Wilkerson Bushyhead , early San Diego sheriff, chief of police and San Diego Union newspaper owner, built this house as a rental. Burton House ~ 1893 ~ Classic revival ~ Henry Guild Burton, retired Army physician, built this home during a trend that, by the turn of the century, began to eliminate decration. Temple Beth Israel ~ Classic revival ~ Built by the Congregation Beth Israel, this building served as temporary quarters for many religious sects before they established churches of their own. First services were held here in 1889. Displays include artifacts from the Spanish and early American periods, as well as archaeological tools and techniques. Light-Freeman House Built in 1830, this was originally a small adobe saloon and provision store, owned by two black men, Richard Freeman and Allen Light. In 1856 it was known as the American Hotel. Mary Chase Walker was its first teacher. She received a salary of $65/month. After eleven months she quit teaching and married Ephraim Morse , who was president of the school board at the time. Hours: 10-4 Daily; Admission: free Mormon Battalion Memorial Visitor's Center The Mormon Battalion arrived in San Diego in January of 1847 to support the American military garrison in the pueblo during the Mexican War. Five companies totaling over 500 men had been mustered in at Council Bluffs, Iowa on July 16, 1846. Along with 32 women, they made the longest march in military history consisting of 2,000 miles from Council Bluffs, Iowa, to San Diego. The home was made into a chapel. The Adobe Chapel was the first parochial church in the first parish of California after the secularization of the missions in 1832. Father Juan Molliner served as the resident priest for San Diego from 1857 until 1863. In the 1889s the church was covered with wood siding and a shingle roof replaced the tile one. The chapel continued in use until 1917 and was used for a kindergarten until 1922, when it was boarded up until being restored in 1937. Mailing address: San Diego County Historical Days Association 3966 Mason Street San Diego, CA 92100 Hours: Daily 10-4 Racine and Laramie Store Juan Rodriguez, a Mexican soldier who had received the land as compensation for his service, probably built his home here in the 1830s. It burned in the Old Town fire of 1872 and has been reconstructed and furnished with period pieces to recreate the Racine and Laramie store, which sold cigars, tobacco and stationery, as it was in 1869. Hours: Daily 10-5 Robinson-Rose House James Robinson came to San Diego from Texas in the Spring of 1850 and developed a successful law practice. He built this two-story structure in 1853 to serve not only as his family residence but also as the home of the San Diego Herald, the San Diego and Gila Railroad office, as well as other private offices. Robinson died in 1857 and his widow Sarah Robinson sold the building to Louis Rose, who probably purchased it as a family residence. Fire destroyed the roof in 1874 and the building fell into ruins by the turn of the century. The reconstructed building now serves as Old Town State Historic Park's visitor center and has on display a wonderful model of Old Town as it looked in 1872, created by Joseph Toigo. Hours: 10-5 daily; Admission: free San Diego Union Museum This wood-frame structure was prefabricated in Maine and shipped around the Horn in 1851. It became the first office of the San Diego Union newspaper. The building is restored as it was when the Union printed its first edition on October 10, 1868 and was published as a weekly. It contained four pages and, as was common in those days, the first and last pages were mostly literary efforts -- a short story, some dreary humor and a few ads. Gatewood, an attorney, advertised his services in an ad, but the biggest ad on the page was from George Irvine, a meat packer in San Francisco. Visitors can view the original printroom with a Washington press and the editor's office. Prior to 1851 the property belonged to Maria Eugenia Silvas, descendant of a Spanish Colonial soldier who came to Alta California in the 1770s. United States House Charles Noell and John Hayes operated a general store out of this two-story pre-fabricated building as early as 1850. In 1854, Hayes leased the structure to Robert Lloyd and Edward Kerr, who named it the U.S. House. Other business ventures at this location included an auction house, butcher shop and a match factory. This structure, like many in Old Town, burned in the fire of 1872. This building was a successful hotel, saloon and gaming parlor. Museum covers the topics of banking, mining and overland travel in the early American West. Exhibit features an authentic 1867 Abbot-Downing Concord stagecoach, an audio-visual theater, plus documents, maps, photos, early coins and balance scales. Hours: 10-5 daily; Admission: free Whaley House Museum The oldest brick structure in San Diego, with authentic period furnishings, was built in 1856 by Thomas Whaley , who established the first brickyard in San Diego for its construction. The North room, originally a granary, was remodeled and became the County Courthouse in 1869. County court records were surreptitiously transfered to "New Town" in 1871. Dr. George McKinstry, Jr . used a room in her house for his personal residence and office for almost thirty years. The choices of housing in San Diego include: residence halls, apartments, houses, and rooms in private homes. Signing a Housing Contract Almost every rental situation requires you to sign a contract, often called a rental lease or agreement. This contract specifies the rental amount, the rental conditions, and your responsibilities as a tenant. Carefully read the rental contract before you sign it. Ask questions if any of the rental terms and conditions are confusing or unclear. Be aware that you are liable for the terms of the contract once you sign it, and that these terms can seldom be changed. For example, if you sign a contract agreeing to live in a residence for the entire academic year, but decide to move in January, you will still be held responsible for paying the rent for the months remaining on the contract. This holds true for the SDSU residence halls, as well as private apartments and houses. Most landlords will not hesitate to sue a student in court to make them pay if they violate the terms of the rental agreement. Do not sign a contract until you have read it thoroughly and understand it completely. Establishing Utilities Most rental agreements include the cost of water usage in which case your water service is connected by the landlord before you move into your apartment. In most cases you will need to arrange for the gas and/or electricity service. Contact San Diego Gas and Electric (SDGE) at 239-7511. A security deposit may be required. Utilities are usually billed to you on a monthly basis and are payable upon receipt. Telephone service is usually not included in your rental agreement. Contact the Pacific Bell Company at 1-800-310-2355 for telephone service information. Be aware of the various fees: installation, security deposit, long distance fees, and monthly charges. There are many different long distance companies that you may choose from when you begin your phone service. Some of the better known companies are: ATT, Sprint, and MCI. Shopping in San Diego Setting up a household in a new environment can be costly; however, there are ways of minimizing the cost and securing the necessities. One way is to visit second-hand shops which often carry used items such as dishes, cooking utensils, and furniture. Other good sources include yard sales, garage sales, and swap meets. These are frequently listed in the classified ad section of local newspapers. Although many stores are advertised as "discount" stores, this can be a misleading term, and it is advised that you do some comparative shopping at several stores before making purchases. If, for any reason, you are not satisfied with your purchase, it is most probable that you can return the items, provided you have retained your sales receipt and that you take the merchandise back to the store within a reasonable time. Obtaining a Social Security Number A social security number is usually used by Americans as identification for purposes of employment. The 999 XX XXXX number issued to you by SDSU is not a real social security number, but a number given to you in place of a real number for student identification purposes. Here are some choices: Bicycle Having a bicycle is a convenient and inexpensive mode of transportation, especially if you live close to campus. To prevent theft, always lock your bike. Bus There is a fairly extensive bus system in San Diego, especially in the SDSU and downtown areas. However, bus service may not operate as frequently as you are used to in your country. Also, service is very limited at night and on holidays. It is best to check a schedule before taking the bus in San Diego. Automobile Operating an automobile is an important decision, requiring careful thought and consideration. There are several responsibilities and requirements in both operating and owning an automobile. The costs are always more than they appear at first. Please remember the following: The Driver's License: You must obtain a valid driver's license in order to operate a motor vehicle - car and/or motorcycle in California. To obtain a license, contact the Department of Motor Vehicles (DMV) for the office nearest you. To qualify, you must pass an eye examination, a written test, and a driving test. You must also present proof of your legal status in the U.S. by showing your valid passport, I-94, and either the I-20ID Copy or the IAP-66. The California Driver's Handbook is available free from the DMV. Vehicle Registration: If you own a motorcycle or an automobile, you need to register it with the DMV. Fees vary based upon price, size, and the age of the vehicle. Automobile Insurance: Having valid automobile insurance is required by law in California. This means you cannot legally drive a car without such coverage. There are several insurance companies offering different rates and coverage. Consult the telephone Yellow Pages under "Insurance" for a list of companies. Insurance rates can vary based on your gender, grade point average, your driving record, and even whether or not you are a smoker. On Campus Parking: You must purchase a valid permit to park on campus. Permits can be purchased at the same time you pay your registration fees or at anytime from the SDSU Cashier's Office. Parking information is listed in the current Class Schedule . Making the Purchase: You have evaluated your need, financial resources, and ownership responsibilities, and you have decided to buy a car. Purchasing the right one for you requires careful shopping. Before you buy a used car, seek the advice of someone with knowledge about automobiles and the used car market. It is also recommended that you take the car to a certified auto mechanic and obtain an evaluation. Religious Services A variety of religious services are offered in the San Diego area. Check the telephone Yellow Pages under "Churches" for a complete listing. Several Campus Religious Centers are available nearby. See the SDSU Answer Book for listings and locations. Ethnic and International Organizations SDSU has over 300 student organizations. Call the Student Resource Center (594-5221) for a complete listing of organizations and information about meetings, activities, and people to contact. The San Diego community has a large number of ethnic organizations which cultivate the cultural interests and activities of a specific country or region. The House of Pacific Relations in Balboa Park has almost thirty nations represented which present traditional festivals at various times throughout the year. I live in Banker's Hill (south of Hillcrest and north of downtown). Banker's Hill is not a practical area of town for graduate students to live alone (I live with my husband); you probably need at LEAST one roommate to be able to pay the rent. Our monthly rent is $1550 for a large two bedroom apartment; I believe that studios and one bedroom apartments in the area start at around $800-$900. It takes me fifteen to twenty minutes to get to TSRI if there's no traffic. The rent does not include heat/air conditioning/electricity/gas; most rental agreements will probably not include any of these. They should, however, at least include water and trash pick-up. Also, we have an in-apartment washing machine, dryer, and dishwasher. Advantages of Banker's Hill - location, location, location. Next to Balboa Park, between Hillcrest and downtown, and within walking distance of water, we're close to eateries, shops, outdoor activities, theaters, music venues, the airport, etc. The apartments are often older than in other parts of town, and tend to have more character (hardwood floors, nice architectural details, the occasional fireplace, etc). Before I moved this summer, I lived in a house in University City. It took me 15 min. or less to get to TSRI, and traffic wasn't too bad, at least in the mornings. I lived with two roommates. My monthly rent was $585 ($1820 total, and the landlord only increased the rent to $1900 after we moved out). The rent did not include any utilities. We didn't have air conditioning. I live in the Pacific Beach community of San Diego. It takes me (15 minutes) to get to TSRI (without traffic and 30 minutes with traffic) traffic. I live without a roommate. My monthly rent is $575, which includes all utilities and maintenance except for gas and electricity. I live in Pacific Beach, great place for young active single students. It takes me about 15 minutes to get to Scripps without traffic. I tend to avoid traffic, which can be easily done. With traffic, it takes about half an hour. I live with two other roommates, in a townhouse. I have a very small bedroom, with my own bathroom, paying about $500 a month, utilities included. Most of the expenses I have are rent, auto insurance, cost of traveling and cost of food and clothing, which Scripps stipend easily cover. I live in a 2BR/1BA apartment in Pacific Beach with my fiancee. Our current rent is $1,100/mo, and it includes only water (electricity, gas, and cable are separate). Note that this is NOT typical of Pacific Beach. 1BR apartments usually go for $850/mo AT LEAST. 2BR usually go from $1,200 to $1,500/mo. If I wake up early (leave home between 645 a.m. and 730 a.m.), it takes me about 15 min to get to work. Anything later is about 25-30 min. Common expenses: Food (Trader Joe's and Albertson's are usually the cheapest, Ralph's the most expensive), Cable (my fiancee and I split this one; $60 for digital with HBO, the cable modem is $45), Gasoline (depends on car, but I need to fill my tank once a week; at $1.20/ga, it's usually $15/wk). Tips for finding places: San Diego Reader ads come on paper on Thursday, and online on Wednesday (really, they come online on Tuesday ca. 10 p.m.). Union-Tribune online ads are posted every day the night before they are printed. Call places before 9 a.m. on the day the ad comes out. You must be aggressive to find a decent spot. A successful apartment search usually takes about 4-5 days as long as one is pushy enough to bug the landlords. HAVE A CREDIT REPORT READY (you can get multiple copies on-line from equifax.com for $12 TOTAL or so). That way, you can avoid the non-refundable credit check fee ($35 max by state law) that comes along with the application. If possible, turn in application in person to the realtor or landlord. Have the names, addresses, and phone numbers of references (past landlords), family members, and the like. Also, have handy the address and phone number of your bank as well as your account number. With all this info at hand, you can write your application on site and hand it in so you can get first dibs. I live in the Bird Rock, La Jolla community of San Diego.
