Usually any single family residence, condo, or townhouse will be rented directly by the owner. How can I find out about available rentals? Read the classified ads in the Marin Independent Journal, our local newspaper. Rental ads are available on line from the Marin Independent Journal on its web site, www.marinij.com . Alternatively, a short term "hard copy" subscription might provide the rental information you wish, as well as learning more about Marin County. To subscribe, click on "subscribe" on the Independent Journal's web site. An excellent source of current, local rentals is www.craigslist.org . A good place to start your search is to contact an experienced rental property manager. Try these rental managers first. How many people will occupy the premises? Do you smoke or have pets? The landlord may wish to obtain a credit report on you before renting to you. If you have credit problems on your report, have them corrected or be prepared to explain them. How long a period do you plan to rent? Be prepared to pay the first month's rent plus a deposit. What should I ask the landlord? Who pays for the various utilities - water, gas, electricity, trash pick-up. Inspect the property together, and note any existing damage, stains, etc. List together any furniture or equipment the landlord is furnishing to you, along with notes of its condition. Read the rental agreement, and clarify anything you do not understand. Will I have to sign a lease? This will depend upon the landlord. Some landlords want a firm lease for a specific rental period; others prefer to rent month to month under a rental agreement. How much will it cost to move in? Most landlords will expect to receive the first month's rent plus a security deposit to cover any amounts owed at the termination of your occupancy, such as unpaid rent or damages above normal wear and tear. RSS Feeds | Reprints | Printable Version | Email Story | Companies in the news | People in the news LATEST NEWS December 22, 2004 Study: California's housing least affordable Home prices are out of reach for low-wage workers across the country, and homes in California are the least affordable, according to a report released this week by the National Low Income Housing Coalition. In its report, Out of Reach: 2004, the coalition calculated that a California worker must earn at least $21.24 a hour - $44,179 a year - to be able to afford the rent for a modest two-bedroom home while paying no more than 30 percent of income for housing. That wage is nearly four times the federal minimum wage of $5.15 an hour and more than three times California's minimum wage of $6.75. The report pegged the national housing wage at $15.37, based on an average of housing costs across the country, and found that in no community in the United States has housing truly affordable to low-wage workers. According to the 2004 numbers, housing is out of reach in more counties across the country than ever before, even for a working family with two full-time minimum wage workers. Renter households in over 990 counties, home to almost 79 percent of all renter households in the nation, must work at least 80 hours a week at the local minimum wage to afford a two-bedroom apartment at the local fair-market rent. Following California on the top 10 list of the states with the least-affordable housing, and their corresponding housing wage were Massachusetts, $20.93; New Jersey, $20.35; Maryland, $18.25; New York, $18.18; Connecticut, $17.90; Hawaii, $17.60; Alaska, $17.07; Nevada, $16.92; and New Hampshire, $16.79. 2004 American City Business Journals Inc. Map Nr. 2119 Sunnyvale for the lower peninsula. Map nr. 2080 Palo Alto for the Palo Alto Stanford area. You'll need the first one for the lower part of Palo Alto. Ask landlords for the cross streets. Note that it's common that a street name will have several versions: street, boulevard, avenue, etc. You can also use MapQuest.com to create maps. Cats and Dogs in Silicon Valley... Apartment managers may tell you that most places don't allow cats. Not true. The SPCA did a survey of landlords and found that about 40% allow cats. Many landlords don't really consider cats as an issue. They're concerned with large dogs who damage apartments, bark, need to walk, and relieve themselves on the sidewalks, etc. So point out that your cat is clean, quiet, mature, indoor, neutered, declawed, and well-behaved. Ask your previous landlord for a "letter of recommendation" for your cat. If the ad doesn't mention pets or cats at all, then generally, they won't allow cats. Some managers may ask for extra deposits. A friend simply held out two $50 bills and said "how about a one-time fee without a receipt?" (in other words, a bribe.) Due to the huge number of highly-educated professionals, the police security of the high-tech complexes, the spectacular housing prices and cost of living, there isn't much crime. Before you move into a neighborhood, call the local police department and ask them about the area. You can also use the Palo Alto city government's web page to check out crime statistics. The Palo Alto Weekly newspaper also has a crime summary and links to the city government. Commuting The Freeways: both 101 and 280 from San Francisco to San Jose. 101 is crowded and tends to slow down during commutes. 280 is wide and beautiful. It's 40 minutes from Palo Alto to SF. CalTrain is a commuter train that runs up and down the peninsula. Visit Caltrain for schedule and maps. You don't want to live one side of the bay and work on the other side. The bridges are narrow and if there is an accident (rather frequent) it can take a very long time to clear it. Wherever you choose to live, be sure to check out the commute rush hours. Leave the place at 7 or 8 AM and see how long it takes to get to work. Try the opposite drive at 5PM. Prices Palo Alto and San Francisco are more expensive than Manhattan. So forget about cheap, affordable, and nice. If you want cheap, then move to a low-rent area, such as Manhattan. A useful measure: the highest prices start at University St. in front of Stanford University. From there, it falls in all directions. If you're young, share a house with several others. If you are the one in charge, be careful if the others are students: they tend to disappear in the summer and you'll have to pay the rent. Deposits Deposits are generally "first and last", i.e., two months rent, plus the first month as well. There may be key fees, etc. Leases Most places ask for a lease. It's not a bad thing. It means more stability for everyone: both landlords and your neighbors. Landlords often want 12 month leases. If they like you, they'll accept a six-month lease. You can often rent for a trial 30 days (but you'll pay a bit more). Try to negotiate that you'll sign the lease after a trial 30 days. The Bay Area Housing Profile, an annual document produced by the council with help from the Home Builders of Northern California, found that if builders continue to construct homes at the current rate, the deficit of 36,000 units will grow to 300,000 units by 2030. Also, more than 60 percent of the Bay Area's 110 cities and counties are not producing their fair share of housing. And the Bay Area fell 19,000 units behind the number of homes needed to house residents in 2003. The report also noted that only 29 percent of all houses built could be described as affordable, defined as priced where a household with an annual income of $83,000 can buy it. While our region may have coined the term `smart growth,' we rapidly are falling into the trap of `dumb growth,' said Jim Wunderman, president and CEO of the Bay Area Council, in a release. Whether by choice or circumstance, whenever city or county leaders permit less housing than their fair share they act as a critical bottleneck - one that causes environmental and economic damage to the rest of the region. The council singled out San Francisco and Santa Clara counties as the regions with the most serious job/housing imbalance. San Francisco provides 162,000 more jobs than houses and Santa Clara provides 95,000 more jobs. But Alameda County is not far behind and with the increase in job and population growth is expected to be out of whack by 2030. The council points out that years of under-production of homes have meant escalating housing prices, forcing many to either leave or move further and further into the interior and then commuting back to job centers. 2004 American City Business Journals Inc. Half of the houses sold during the month in the nine-county region cast more than $514,000, down slightly from the June median of $516,000. July was second most active month on record, said DataQuick Infomation Systems, which has culled property records here since 1988. In Alameda County, July's median selling price reached a record $499,000, up 2 percent from June, while in Contra Costa County the median sagged 2 percent to $450,000. Annual appreciation of hte median was 20 percent in Alameda, 14 percent in Contra Costa and 16 percent throughout the Bay Area. The median price of new and resale Bay Area houses and condos in July 2004 was $514,000, down slightly from the record $516,000 in June 2004 but up 15.8 percent from the $444,000 median price in July 2003, DataQuick reported. There were 12,862 Bay Area home sales in July 2004, up 11.8 percent from the 11,501 homes sold in July 2003. However, this was down 8.8 percent from a record 14,104 sales in June 2004. Full story here at SFGate.com posted by East Bay Real Estate at 5:52 PM 0 comments Wednesday, August 18, 2004 Investing in real estate in Contra Costa County INVESTING IN real estate in Contra Costa County is certainly not for the faint of heart and certainly if you are relocating from most parts of the country, the values seem unrealistic and homeownership questionable. Well, if you are a first time buyer, new to the area, or maybe on the fence about purchasing a home, here are some positives about home ownership in Contra Costa: As a fairly general rule, homes appreciate about four or five percent a year. Some years will be more, some less. The figure will vary from neighborhood to neighborhood, and city to city. Five percent may not seem like that much at first. Stocks (at times) appreciate much more, and you could easily earn over the same return with a very safe investment in treasury bills or bonds. But take a second look. Presumably, if you bought a $600,000 house, you did not pay cash for the home. You got a mortgage, too. Suppose you put as much as 10 percent down -- that would be an investment of $60,000. Also, many buyers in today's market can easily buy a home with 0-3 percent down. (Of course that means a higher monthly mortgage payment.) At an appreciation rate of 5 percent annually, a $600,000 home would increase in value $30,000 during the first year. That means you earned $30,000 with an investment of $60,000. Your annual "return on investment" would be a whopping 50 percent. Of course, you are making mortgage payments and paying property taxes, along with a couple of other costs. However, since the interest on your mortgage and your property taxes are both tax deductible, the government is essentially subsidizing your home purchase. All of the interest and property taxes you pay in a given year can be deducted from your gross income to reduce your taxable income. For example, assume your initial loan balance is $450,000 with an interest rate of 7 percent. During the first year you would pay $31,356 in interest. If your first payment is Jan. 1, your taxable income would be over $31,000 less -- due to the IRS interest rate deduction. Property taxes are deductible, too. Whatever property taxes you pay in a given year may also be deducted from your gross income, lowering your tax obligation. Another advantage is stable monthly housing costs. When you rent a place to live, you can certainly expect your rent to increase each year -- or even more often. If you get a fixed rate mortgage when you buy a home, you have the same monthly payment amount for 30 years. Even if you get an adjustable rate mortgage, your payment will stay within a certain range for the entire life of the mortgage -- and interest rates aren't as volatile now as they were in the late 1970s and early 1980s. Imagine how much rent might be 10, 15, or even 30 years from now? Which makes more sense? Lastly, a principle of time is forced savings. Some people are just lousy at saving money, and a house is an automatic savings account. You accumulate savings in two ways. Every month, a portion of your payment goes toward the principal. Admittedly, in the early years of the mortgage, this is not much. Over time, however, it accelerates. By the way, be wary of home equity loans. Leave your money in your home. Second, your home appreciates. Average appreciation on a home is approximately five percent, though it will vary from year to year, and in some years may even depreciate. Over time, history has shown that owning a home is one of the very best financial investments. Your rate of return when buying a home is higher than most any other investment you could make. Is a little fudging a big deal? You bet. If your valuation is inflated to hit the contract price -- a not-umcommon occurrence, according to appraisers --you end up with a mortgage that's larger than the market resale value of your home. Of if the appraiser ignores some key value-depressing features of the property, you could be stuck with thousands of dollars worth of unexpected repair bills. And because it generally takes longer for homes to sell, there are fewer multiple offers and fewer listings sell for more than the asking price. As the inventory of homes on the market increases, buyers have more to choose from, causing buyers to be pickier. For instance, a home with freeway noise that might have sold quickly in a strong sellers' market -- maybe even with multiple offers -- could take longer to sell in a more balanced market. This usually results in higher property taxes for the homebuyer. In November 1988, the state‘s voters approved Proposition 90, which is designed to induce greater turnover of homes owned by senior citizens. The measure provides anyone over the age of 55 with relief from Proposition 13 by allowing them to move from one county to another without undergoing a change in their basic property taxes. Proposition 90 is a "local-option" law; each county has the option of participating. If a county has adopted a Proposition 90 ordinance, it accepts transfers of property tax base assessments from other California counties. If the county that the homeowner is moving from does not have a Proposition 90 ordinance, this does not affect the eligibility of the homeowner. Apply this maxim to the current real estate market and it might translate to "Overbid and overborrow, and buy a home that plummets in value." After spending the last three weeks exploring the hot-air balloon othewise known as the residential real estate market, I received several letters asking about other real estate bubbles - ar and near, past and not-so past. Arthur Ford Evans, then deputy director of San Francisco's redevelopment agency, believed Nixon was wrong and sued the president. For several months, Evans rallied supporters from the Conference of Mayors, the League of Cities and the National Association of Housing and Redevelopment Officials to fight the president. Finally, Nixon backed down. Art led the charge, recalled Helen Sause, deputy director of the San Francisco Redevelopment Agency. After several months, we ended up with funds being released, but it was Art's creativity and no-nonsense approach that what Nixon was doing was not right that did it. Such anecdotes are typical of Evans, who is president and founder of A.F. Evans Co. Inc., which began almost 25 years ago with three employees and has grown to 450 employees in three offices in two states. The development company is headquartered in San Ramon but plans to move in April to a bigger office in downtown Oakland. Evans is thrilled to be returning to the city scene. Disagreeing with some experts, Evans does not believe that the terrorist attacks on New York's skyscrapers will lead to an exodus from the cities to the suburbs. Also, the fact that the rent is cheaper for a space almost twice the size didn't hurt much either. More and more, those who can afford to live in the city do live in the city. This is a national trend. Schools are better, streets are safer. The excitement of the cities is coming back, Evans said. The subject is very near to Evans' heart. Born in Albany, N.Y., he came west in 1960 and went to work for Caltrans. As a young civil engineer, he witnessed conflicts about where to locate the freeways and watched as superhighways took people straight out of town to new digs in the suburbs. He was part of the crew that built Interstate 280 and watched bulldozers rip through farmlands and orchards he describes himself as an ambivalent witness at best. He also attended public hearings where angry residents put a stop to various construction projects and learned the importance of involving citizens in those projects. The freeway systems destroyed the downtowns. I was aware of the deterioration of downtowns, I watched stores closing, he recalls. I was interested in architecture and style and I was appalled at the ugliness of the freeway even then. But we were trying to figure out how to get traffic from the Peninsula to Marin County without destroying San Francisco. And it's still a problem today. Tired of being at the bottom of the totem pole, Evans decided to get his law degree and enrolled in Golden Gate College, as it was called then. Family issues compelled him to leave California in 1964 to return to the East Coast where he finished his degree at the University of Connecticut in 1967. Upon returning to California, he landed a job at San Francisco's Redevelopment Agency and eventually became the head of it.
