Analysts say the quarter may signal another record year in San Diego. "Traditionally, the first quarter is the slowest period of any year since it follows the winter holiday season, a period when many property sales decisions are deferred until after the first of the year," says George Carlson , v.p. and apartment specialist with Burnham Real Estate . "In this case, investors continued to actively seek apartment properties in the fourth quarter of 2003, and these closings significantly boosted first quarter sales activity." The hottest area in the city of San Diego for first quarter apartment sales was the Normal Heights/Kensington/University Heights (92116) region, with 31 sales involving 394 units -- more than double the area's activity during the same period last year. North Park followed, with 31 sales involving 251 units; Golden Hill/Southeast San Diego was next with 30 transactions of 221 units; and Pacific Beach was fourth highest in the city with 27 sales of 169 units. Outside of the city of San Diego, Chula Vista took the lead in South County with 11 transactions and 156 units transferred. El Cajon led East County with 18 sales of 232 units, and in the North County, the inland regions combined recorded 24 sales involving 1,144 units. Countywide, the Burnham Real Estate report shows that there were six major first quarter sales involving projects with 100 or more units. They were: Vista Hacienda , a 460-unit project located in Vista that sold for $50.7 million; Mission Park Apartments , a 264-unit complex in San Marcos that sold for $36 million; Barnard Courts Apartments , a 136-unit project in Oceanside that sold for $17.5 million; Suncrest Villas , a 141-unit project in San Diego that sold for $17.1 million; El Norte Heights , a 105-unit community in Escondido that sold for $13.4 million; and Woodglen Vista , a 188-unit project in Santee that sold for $8.3 million. Building permit figures show new construction slowing, which also looks to be a good sign for the apartment-resale market. Building permits issued for new apartments in the first quarter declined 35.8 percent compared to the first three months of last year. There were 538 new units approved for the three-month period ending March 31, 2004, compared to 838 new units approved during the same time in 2003. Condo permits also declined in the first quarter, with the 452 new units approved in the first quarter of 2004 representing a 60.8 percent decrease from the 1,154 new units approved during the first quarter of 2003. *** T he San Diego Padres agreed to terms with Mission Bay High shortstop Matt Bush , the first overall selection in the 2004 Major League Baseball amateur draft. "This is a great day for both the Padres and Matt Bush," says Director of Scouting Bill Gayton . "It's always a goal to sign as many of your top selections as possible and now, just a day after completing the draft, we're off to a tremendous start. Born and raised in San Diego, Matt's lifelong dream was to become a Padre and today that dream has been fulfilled." Bush was the first high school shortstop taken with the top pick since 1993 ( Alex Rodriguez , Seattle) and just the second San Diego native to be selected by the Padres with their No. 1 pick in the First-Year Player Draft. In 1979, the Padres selected catcher Bob Geren 24th overall out of Clairemont High School . *** A n aviation activity forecast through the year 2030 for San Diego International Airport predicts that annual passenger traffic will grow from 15.3 million passengers in 2003 to between 27 million and 33 million passengers in 2030. The report, presented to the San Diego County Regional Airport Authority , also finds that the airport is projected to reach 260,000 take-offs and landings -- about 30 percent above current levels -- between 2015 and 2022, at which time runway capacity will begin to constrain growth. In calendar year 2003, the airport's single runway handled 203,000 take-offs and landings. As mandated by state law, the airport authority is required to submit an airport site recommendation for a countywide vote in November 2006. "It takes 10 to 15 years to plan, entitle and build a new airport," says Thella F. Bowens , president and CEO of the airport authority. "Given that timeframe, the 2006 vote is in line with how long it is expected to take to develop a new or supplemental airport by the time the current airport reaches severe capacity constraints." The activity forecast was developed by airport authority staff and consultants using regional population and economic forecast information, along with evaluations of forecasts from both the San Diego Association of Governments and the Federal Aviation Administration . The forecast will be used to address the future air transportation needs of the region and plan for necessary capital development at the airport until or unless a new or supplemental airport is developed. The seven potential sites initially set for study are: • Desert site in Imperial County • Marine Corps Base (MCB) Camp Pendleton • March Air Reserve Base (ARB) in Riverside County • Naval Air Station (NAS) North Island • Marine Corps Air Station (MCAS) Miramar • San Diego International Airport • Marine Corps Air Station (MCAS) Miramar – East In addition, after a geographic information system study, sites were identified near Borrego Springs and Campo. To assist the authority in the 2 1/2 years of study, the Federal Aviation Administration last week awarded a $5 million grant for the airport site program. "The FAA recognizes the important role played by the San Diego region in the nation's air transportation system, and we also recognize the unique and significant challenges faced by San Diego's current single-runway airport," says Woodie Woodward , associate administrator for airports with the FAA. "We are pleased to provide this grant to help the Airport Authority carry out its important task of thoroughly studying potential solutions to address the San Diego region's future air transportation needs." *** A lan J. The Southern California projects exemplify the ongoing trend by owners to conserve resources, increase utility efficiency and allow residents to be responsible for their own usage by utility submetering. "More property owners are realizing the value submetering unlocks for their tenants and their own bottom line," says David La Puma , Delta's v.p. and g.m. "By providing accurate utility readings, property owners can control costs and tenants can pay for their own usage, not their neighbors. This contrasts with the old method of simply taking the entire property bill, dividing it equally and potentially over or under billing residents." Research shows that submetering also benefits the environment. A National Multi Housing Council report estimated that submetering each apartment in the United States would save, on a monthly basis, 70 billion gallons of water nationwide. In fact, the Environmental Protection Agency has recommend universal submetering for all water sources. The four new projects have a value of more than $100,000 and are all water submetering installations that begin in July: • The Lido , a project valued at $33,000, is a 220-unit complex in San Diego • Reserves at Madison Park - a 248-unit apartment complex in Murrieta. Home Press News Article General Press Announcements Notable Transactions Articles San Diego County Average Apartment Prices Top $100,000 per unit; 2002 Yet Another Record Year, Burnham Report Shows 05-12-2003 SAN DIEGO - Burnham Real Estate Services reports that the average per-unit selling prices of San Diego County apartments hit an all-time high of $101,544 in 2002, a 39.7 percent increase over $72,693 in 2001 and more than double the average price per unit in 1996. The dramatic price increases in 2002 were fueled, in part, by 21 mega deals in which projects with 100 or more units sold with per-unit prices in excess of $100,000, said George Carlson, vice president and apartment specialist with Burnham Real Estate Services. In all, the sale of these larger properties resulted in the transfer of 5,184 units, thus significantly impacting the county per-unit price average. According to the Burnham report, there were 1,148 apartment sales transactions in 2002, an 8.9 percent increase over 2001 when 1,054 sales took place. However, the 21,142 units sold in 2002 was up 45.5 percent over the prior year when 15,213 units changed hands. The substantial increase in number of units sold was due directly to the 21 sales involving 100 or more units, a notable contrast to 2001 when just four such transactions occurred. The sampling used for calculating average per-unit prices involved all 21 mega sales, as well as 722 sales of projects with less than 100 units. The study details the averages of the past six years for 14 city districts and 19 incorporated and unincorporated areas of the county, as well as countywide figures since 1986. To offset the upward skewing effect of the larger transactions, the Burnham apartment report also calculates adjusted averages to more accurately reflect San Diego County apartment price trends. The report shows that in 2002, the remaining 722 sales involving 13,402 units sold with an average per-unit price of $85,724, a 23.6 percent increase over 2001 when the adjusted average price per unit stood at $69,361. The San Diego County apartment market continues to experience very strong investor demand, with no immediate signs of slowing, said Carlson. The shortage of affordable for-sale housing to meet demand, coupled with steady population growth, continues to drive demand for apartment units. It also is generating a notable increase in condominium conversions, and many of the 2002 apartment sales were purchased with the intent to convert. Properties with condo maps, or that have the potential for conversion and sale as individual units, are drawing premium prices. In addition to the gross and adjusted selling prices for the city and county and 33 sub-areas surveyed, the Burnham study also tallies the average gross rent multipliers (GRMs) which represent the ratio between selling prices and scheduled rent. In 2002 the countywide average GRM increased a full point, from 7.99 to 8.95, evidence that selling prices are increasing at a substantially greater pace than rent increases in support of the price hikes, Carlson noted. Of the 33 areas surveyed in San Diego County, 27 recorded increases in selling prices per unit, with all but one area reporting increases ranging from at least 12 percent to more than 100 percent over 2001. These included: Escondido, up 45.5 percent to $93,563; Imperial Beach, up 44.2 percent to $107,092 per unit; Carlsbad, up 32.5 percent to $125,602; East San Diego, up 32 percent to $64,514; North Park, up 26 percent to $87,658 per unit; El Cajon, up 20.8 percent to $74,034; and Point Loma/Ocean Beach, up 18.2 percent to $132,015. In addition to the 21 mega-deals in San Diego County in 2002, there were 206 sales of smaller projects (less than 100 units) that sold for $100,000 per unit or more. Interestingly, every area in the City of San Diego had at least one sale in this category, and all but three areas in the county had at least one as well, said Carlson. Areas including Coronado, Pacific Beach and La Jolla crossed the $100,000 threshold in recent years. In 2002, areas in the city following suit with sales at $100,000 per unit or more included: North Park with 30 such transactions out of 87; Pacific Beach, 24 out of 32; Hillcrest/Mission Hills, 23 out of 28; Normal Heights, 13 of 57 sales; Ocean Beach/Point Loma, all 12; Golden Hill, 7 of 64; La Jolla, all 7; College Area, 6 of 66; Metro North (Mission Valley to Rancho Bernardo), all 6 non mega deals; Chula Vista, 4 of 16; Downtown San Diego, 2; East San Diego, 1; and San Ysidro, 1. In the county, Oceanside led with 16 of 32 total sales at $100,000 per unit or more. Escondido was next with 8 of 30 sales at this level, and was followed by: Carlsbad with 7 out of its 8 non mega deals; El Cajon, 6 of 54 sales; Encinitas, 5 out of 6 non megas; La Mesa, 5 out of 19; Vista, 5 of 22; Spring Valley, 3; Cardiff/Del Mar, 2; and San Marcos, National City and Bonita, each with 1. Areas that did not cross the $100,000 per-unit threshold were Santee, Poway and Lakeside. FIKES - Staff Writer Demand is soaring for apartments in San Diego County ---- as condominiums. In the quarter ended Sept. 30, 373 apartment complexes were sold, the highest number of sales since 1989, according to a report from Burnham Real Estate-Oncor International. By units, the total of 7,261 sold was the second highest since 1986. That total was surpassed only in the second quarter of 2002, when 7,466 units were sold. "The majority of these projects are planned for conversion to condominiums to help provide a more affordable housing alternative," George Carlson, a Burnham vice president and apartment specialist, said in a statement issued with the report. Condos generally cost less than detached homes, and conversions are the quickest way to increase their number, experts say. San Diego County homes are significantly more expensive than the statewide average. The statewide median price for existing detached homes was 460,000 in October; in San Diego County, it was 567,000, according to the California Association of Realtors. In North County, the median price of existing homes ---- both attached and detached ---- was 510,000 in October, according to the San Diego Association of Realtors. The group does not break out a North County average for detached housing prices. Carlson said an unusually high number of major sales involving 100 or more apartment units raised the total number of units sold. These included the sale of Carmel Mountain Ranch, a 338-unit complex in Carmel Valley, for 69.5 million, and Carmel Point, a 200-unit complex also in Carmel Valley, for 63 million. In addition, a 107-unit complex was sold in Poway, along with the 150-unit Libby Lakes complex and 176-unit Meadowbrook, both in Oceanside. In Fallbrook, the 101-unit Pine View Apartment Homes was sold. For the year to date, 1,049 apartment sales have taken place in the county involving 18,315 units, the Burnham Real Estate report stated. During the same period of 2003, there were 792 sales involving 12,479 units. However, permits for new condos and apartments are both sharply down for the year to date compared with a year ago, the report stated. Condo permits so far this year totaled 1,210, down 55.6 percent from the same period last year. Apartment permits this year to date numbered 630, a drop of 73.8 percent. "Apartment owners can't pay the price that condo builders can pay for the land," said Russ Valone, president of MarketPointe Realty Advisors, a real estate consulting firm. "It's tougher to make new apartments pencil out." Valone said the dip in condo permits is likely caused by condo builders being occupied by building unusually large projects that were given permits earlier. Such projects take a long time to complete, he said, temporarily reducing builders' capacity for new work. Condo demand is extremely strong, Valone emphasized. San Diego by Design: Poway Panorama A shining example of contemporary design excellence from Southern California By Thomas Shess | Photographs by Ed Gohlich NEW HOMES BUILT on the rugged hillsides of inland North County offer boulder-sized challenges, but also provide sites for spectacular vistas and creative design solutions. Interior designers are put to task to create interiors that showcase the architect’s work, satisfy the paying client and don’t compete with panoramas. One case in point is a thoroughly modern home recently designed by Damian A. Tuggey, ASID, for an established (and publicity-shy) couple in Poway. Given the rustic, rocky terrain of the site and the spectacular 270-degree views of Poway and beyond, it was imperative that the interior space relate to the architecture and outdoor landscape. To achieve this, Damian Tuggey of Morena/Rose Canyon –based Tuggey Interior Design used natural materials like textured stone flooring and rock from the site, along with wood flooring and stained-wood casings, beams and passage doors, with walls in warm, earthy yet light shades. “The client desired contemporary flair and dramatic color, mixed with some traditional elements and details,” says Tuggey. “This mix creates an eclectic balance between contemporary drama and comfortable but traditional elements.” The home was to be used for entertaining large groups as well as intimate family gatherings, sometimes including the clients’ grandchildren. Materials needed to be practical, durable and comfortable, and have richness in color and texture. Note the packaging of architectural stone and wood accessorized with warm hues and custom furnishings. The blending of rock with timbering—combined with huge windows that make terraces and patios into extra rooms—shouts hot Southern California design to the rest of the world. Tuggey is the second-generation principal of the full-service firm founded in 1969 by her parents, Robert and Carol Tuggey. Over the years, Tuggey Design established itself as a leading light in San Diego interior design circles. After Robert’s recent retirement, Damian is at the helm, with Carol continuing her active design and administrative roles. Project architect on this Poway residence was Friehauf Architects. The firm has been in business since 1977 and is one of North County’s top custom-home designers, noted for an ability to integrate lighting, glass and natural elements in projects. AIA members Alex Friehauf and son, Craig, have a command of Southern California’s indoor/outdoor lifestyles. Sites of current and recent projects run the gamut from Thailand and the United Arab Emirates to North County villages and covenants like Rancho Santa Fe, Fairbanks Ranch, Rancho Pacifica, The Bridges and Santaluz. RELATING TO NATURE: A 270-degree view of Poway and beyond is the focal point of a contemporary home designed by Damian Tuggey. The outside comes in, thanks to oversized windows and a smart blend of wood and rock. The home’s exterior reflects the rugged hillsides that ring the sprawling inland North County. It is approximately 120 miles south of Los Angeles and 20 miles north of Mexico. San Diego is bordered by the Pacific Ocean, by the mountain areas of Laguna and Palomar, and the rugged Anza-Borrego Desert National Park. It has an excellent natural harbor, which has made it an important shipping and receiving point for Southern California, Arizona, New Mexico and Mexico's Baja California. It is also headquarters for the 11th U.S. Naval District and houses major naval and marine training bases. Demographics In population, San Diego is the seventh largest city in the United States (approximately 1.2 million residents), and is the second largest city in California. The county s population (2.7 million) is a little more than 1% of the total U.S. population. Thirty-seven percent of population speaks a language other than English at home. The median age of San Diegans is 32 years, with 11% over 65, and a 27% under 20. Thirty-five percent of San Diegans have a bachelor's degree or higher, and San Diego has the fewest cigarette smokers among the major US cities. North County transit options are also detailed online . The Coaster 1-800-COASTER: You can ride from Oceanside to Downtown in about one hour on the Coaster. The independent candidate and his running mate, Peter Camejo, will be on ballots in 36 states, but California voters will have to write in their names. Democrats have called Nader an election spoiler and say he will take votes from John Kerry and help President Bush get re-elected. Nader, also a third-party candidate in 2000, got nearly 3 million votes -- something many Democrats believe cost former Vice President Al Gore his shot at the White House. "If George W. Bush wins it's because John Kerry ran a lousy campaign," Nader said. "He should be landsliding George W. Bush and his horrible anti- worker, anti-environment, anti-consumer record." About 200 Nader backers turned out for the rally. Nader and Camejo are scheduled to address supporters tonight at Patriotic Hall in Los Angeles. Two victims, visiting from Maine, reported they were attacked by six white male adults for no apparent reason. One of the victims sustained a head injury from a hatchet and was transported to UCSD Hospital for treatment. The other victim only sustained minor cuts and bruises. A check of the crime scene revealed blood and other physical evidence on the street and sidewalk. Deputies contacted possible suspects and detectives were called out. The possible suspects were interviewed and released pending further investigation. Imperial Beach detectives are conducting the follow up investigation on this incident. Source of information Sgt. It is based, in part, on hearsay and is intended for early information use rather than being a formal investigative report. A passerby found the victim beside the road at 7:00AM. She immediately notified law enforcement. He was pronounced dead at the scene. Sheriff's Homicide, Team Three, responded and is conducting an investigation. Findings thus far in the investigation indicate he probably died at the scene within sixteen hours prior to being located. Mr. Nisperos died from being shot. The number and location of gunshot wounds are being withheld. The manner of death is homicide. The location of the murder is a rural road. It is based, in part, on hearsay and is intended for early information use rather than being a formal investigative report. A passerby found the victim beside the road at 7:00AM. She immediately notified law enforcement. Sheriff's Deputies, Chula Vista Police Officers, and Jamul Fire/Paramedics responded. The victim was pronounced dead at the scene at 7:25AM. Due to unexplained trauma to the victim, Sheriff's Homicide, Team Three, responded and is conducting an investigation. Evidence indicates the victim probably died there as opposed to being placed there following his death. He probably died in the past twenty-four hours. The woman was calling from a pay telephone near her home in Ramona. A Ramona Patrol Deputy met her within four minutes and she told the deputy her husband, Gaylen Riggs, was distraught over his lack of steady employment and their current financial challenges. She said she fled her home after Gaylen threatened her with a handgun. Two deputies went to the residence and unsuccessfully attempted to speak with Mr. Riggs. Patrol Sergeant J.T. Faulkner responded from the Sheriff's Poway station with additional units. Dispatchers from the Sheriff's Communications Center made several unanswered attempts to telephone Mr. Riggs. Riggs remained in his residence with his 6 and 9 year old girls. He did make eye contact with deputies although he refused to speak with them. Sheriff's Crisis Negotiators and the Sheriff's Special Enforcement Detail responded in an attempt to convince Mr. Riggs to voluntarily exit the home. Negotiators from the Crisis Negotiation Team established a telephone conversation with Mr. Riggs at 4:30 A.M. Mr. Riggs surrendered without incident at 4:45 A.M. When they arrived, Deputies were informed that 17 year old Matthew Baumann was missing from his residence. Matthew is autistic and does not communicate well. Deputies immediately started searching the area. An incident command post was established at the Sweetwater Baptist Church parking lot, 4701 Sweetwater Road. Sheriff's Search and Rescue Units were activated and responded to the scene to coordinate the search. At approximately 0023 hours, Search and Rescue Units located Matthew running on a trail near the Bonita Golf Course. Matthew was not injured. The hikers appear to be in good condition and have been reunited with their families. The hikers are identified as 30-year-old Mark Hoadley and 35-year-old Marco Hernandez. They were last seen yesterday (12-21-04) at about 6:00 AM. They told their loved ones that they were going hiking in the Anza Borrego desert. They were expected back last night but got lost looking for their car. The girlfriend of one of the hikers and the wife of the other one reported them missing today. The reporting parties had no idea where, in the Anza Borrego desert, the hikers were going but one of them said that Mark Hoadley has hiked in the Split Mountain area in the past. ASTREA started to look for the hikers at about 8:43 AM and spotted them at about 9:21 AM walking in a wash southbound towards Split Mountain. A total of 2020 vehicles passed through the checkpoint with 605 vehicles inspected at random. Paramedics began treating Howell and transported him to Sharp Memorial Hospital where he was pronounced dead at 4:10 AM. On December 10, 2004, a Special Bulletin was issued to the media, requesting public assistance in locating Joshua Young. Several media broadcasts and articles noting this information were made. At approximately 6:30 PM, on Wednesday December 8 th 2004, two California Highway Patrol officers stopped to check what appeared to be an abandoned U-Haul panel van in the 2300 block of Roll Drive near the Otay crossing. The CHP officers used drug-sniffing dogs to check the van, and the dogs alerted them to the drugs. Inside the van, officers found the huge quantity of marijuana, but there were no suspects in the area. Sheriff's Department narcotics detectives have taken over the investigation and are hoping that someone knows something about the van, which has Arizona plates. Detective Sherman did not recognize the juvenile as a student and attempted to contact him. As Detective Sherman attempted to contact and detain the juvenile, the subject started to struggle with him. As they struggled, Detective Sherman saw that the subject had a large knife in a sheath slung across his shoulder. As the struggle continued, Detective Sherman and the juvenile fell to the ground. As they struggled on the ground, other subjects arrived and attempted to come to the aid of the juvenile by kicking and hitting Detective Sherman. Detective Sherman requested priority cover and several Sheriff's Units responded to the scene. As Dective Sherman continued to struggle with the subject, school staff members came to his aid. During the struggle, one teacher was bitten by one of the subjects. Eventually, additonal Sheriff's Units arrived and order was restored to the campus. Detectives at the Encinitas Station have arrested the suspect, but they believe there may be many victims in the North County who have not yet come forward. The suspect uses the names Nickey or Rich Costello and also Malik Stewart as aliases. He is described as a white male adult, 6'- 03", approximately 165 lbs., with black hair and brown eyes. He has been seen driving a full-size silver 2002 Ford pickup. The scam works like this: the suspect flags someone down who has a dent/scratch in their car. The suspect tells him/her that he can fix it for them. Then, the suspect either gets the money up front and leaves for parts and never comes back. In other cases, the suspect does some work and gets as much money as he can. Then he tells the victim that he needs to get additional parts or materials, and doesn't return. Often, he does some body work and conceals it with paste wax or rubbing compound. Then he tells the victim not to remove the wax/compound for two days or more. Later, when the victim removes the wax/ compound, the dents are still there and the paint doesn't match. The victim then tries to call the suspect on the telephone and the suspect's number has been "disconnected." The roofing scam is similar: the suspect tries to get money up front for materials, completes some work, and doesn't finish the job. Costello was arrested 11-16-04, and his bail is set at $50,000.00. He is being held on four Business Professions Code violations involving illegal work on cars, Obtaining Money for Labor Under False Pretense and giving False Information to a Peace Officer. An anonymous tipster had seen the news media coverage of Carmona's escape from a Deputy Sheriff. Acting on the information provided, the San Diego Police Department set a perimeter around the apartment complex Carmona was believed to be in. During this time Carmona saw the police officers and fled on foot from the residence. With assistance from ABLE, San Diego Police Airship, Carmona was located hiding in the backyard of a nearby residence. Their dog had gotten out of the yard and the deputy was merely trying to advise them of this. When the deputy contacted the residents, he recognized one of the people as a subject wanted for robbery and assault with a deadly weapon. The deputy attempted to handcuff the suspect and after placing a cuff on one wrist, the subject began resisting and his family members joined in, aiding the suspect in escaping from the deputy, still handcuffed on one arm. After radioing for help, the deputy arrested one family member and gave chase for the suspect. Another patrol deputy responded code three (lights and siren) to assist and was struck by an otherwise uninvolved vehicle in the intersection of 13 th Street and Palm Avenue. The first deputy was aided by additional Sheriff''s units, Coronado Police, and the Sheriff's ASTREA helicopter. That incident ultimately resulted in the arrest of the escapee's 14 year old brother, mother and a friend that was on parole. The 2 nd deputy involved in the accident was transported to a local hospital where the deputy was treated and released. The occupants of the other car were also transported to the hospital with a complaint of chest pains. There is no current update on their condition. Still at large is the suspect that escaped. A total of 1402 cars passed through the checkpoint, with 422 drivers contacted. Of those drivers contacted, 35 were sent to the secondary area for further evaluation. 7 of those drivers were evaluated for possibly driving under the influence, with 5 drivers arrested and booked into jail for driving under the influence. 6 drivers were issued citations for driving without a driver's license, 3 drivers were issued citations for driving on a suspended license and 8 other drivers were issued citations for various other Vehicle Code violations. Deputies and Paramedics responded to 8625 Louis Lane, Santee at 2:30 AM to investigate reports of an assault with a deadly weapon. Upon arrival deputies found the victim lying on a couch in the residence suffering from multiple stab wounds. Paramedics began treating the victim and transported him to Sharp Memorial Hospital where he was pronounced dead at 4:10 AM. Members of Sheriff's Homicide responded to the residence and are conducting an investigation. There is no indication of gang connections. The effects are first felt in the mountain communities such as Julian, Palomar Mountain, and the desert communities. To avoid our annual holiday tragedies such as carbon monoxide poisoning and house fires created by clogged chimney flues and unattended candles, we would like to offer the following information and suggestions to make it a safe and happy Holiday Season: · Clean the "dust" and "lint" bunnies from your heater pilot and burner areas. · Make sure the pilot light looks "healthy" bright blue with occasional flecks of orange. Burner flames that have long yellow tips are warning signs. · Excessive soot is an indication of a malfunctioning heater. Information on carbon monoxide detectors and safety precautions can be obtained at 1-800-411-7343 (San Diego Gas and Electric). · Propane that is purchased across the border in Mexico is odorless, so be particularly wary if you use this type of propane. This is a particular problem with our east county border and rural areas of San Diego County where propane is used exclusively. · It is always a good idea to leave a window or two open at night for proper ventilation. DON'T SEAL YOURSELF AND YOUR FAMILY INSIDE YOUR HOME. · Keep all combustibles away from heaters. · Properly clean chimney flues. Make sure the flue is open in your fireplace and wall heater before lighting. · Keep kerosene containers outside of the residence. Fire Safe Holidays: · The Holiday season is a prime time for residential fires and injuries. Christmas lights and candles are used extensively throughout the holiday season. Parties where people drink and smoke increase the likelihood of fires and tragedies. Provide smokers with large deep non-tipping ashtrays. After the party, empty ashtrays and wet their contents. Above all, check cushions and furniture for smoldering cigarette butts. · Always place candles in non-tip candleholders and place them away from combustibles like decorations, curtains, and Christmas displays. Never leave candles burning and unattended or within the reach of small children. Please remember that proper ventilation of a home reduces the danger of carbon monoxide poisoning. Sealing a home to conserve heat leaves you and your family at the mercy of a heater flue functioning properly. Leaves and bird nests will obstruct chimney flues. This blockage causes deadly carbon monoxide to reverse its direction. Odorless carbon monoxide will create a sleepy atmosphere to all affected residents. Once first responders arrived, an 8-year-old male was found alone in the apartment. Upon inspecting the apartment, it was discovered the oven had been used to heat the apartment. Though the child appeared to be fine, he was transported to UCSD Hospital for medical evaluation and released shortly thereafter. The situation appears to be accidental as the father wanted his child to stay warm. Sheriff's Child Abuse detectives are conducting an investigation with the help of Child Protective Services, for possible child endangerment allegations. During cold weather, it is important to use proper heating devices that do not endanger lives or property.
