UK:certain newsagents sell a card from www.myinternetpass.com where you get 80 hours internet use per month for £10. Or pay online or by cheque. I've used it with no problems.
Or www.zaggle.net 100 hours/month for £7 or unlimited for £9. Both have 15:1 connection ratio - the standard. Pay by credit card(it's not direct debit). Your online account tells you how much time you've used.
www.extrafilm.co.uk has a FAQ page with a chart listing its busy/quiet times which I thought would be relevant here.
