Work History

1961 to 1969,Technical Officer, Commonwealth Analyst’s Branch, Department of Customs and Excise, Melbourne.

Duties: Chemical analysis of pesticide residues in food and human bodies.

Skills attained: Safe handling of very toxic materials, chromatographic analysis, some management.

Achievements: development of advanced methods of analysis of pesticides.

 

1969 to 1971,Science 1 Chemist,Quality Assurance Department, Government Aircraft Factories, Fisherman’s Bend.

Duties: Chemical analysis and testing of materials, process development, management of a laboratory.

Skills attained: spectrographic analysis of metals, chemical analysis of plating solutions, effluents, metals, fuels and lubricants, and polymers. Nondestructive testing of metal and bonded components, mechanical testing of metals and adhesive bonded joints.

Achievements: development of flame retardent polymer for Nomad aircraft, development of chemical treatments for aluminium.

 

1971 to 1984 Science 2 Chemist, Ordnance Factory Maribyrnong, Department of Supply.

Duties : Management of Chemical Laboratory, development of processes and materials, consultant on safety, environmental protection and quality, development of advanced methods of chemical analysis.

Skills attained: spectrometric analysis of metals, computer programming (both ‘Focal’ and machine language), automated testing.

Achievements: Development of self calibrating spectrometer (used to analyse materials for use in 105mm gun barrels and rocket motors), successful hard chromium plating of bores of gun barrels, development of successful effluent treatment, implementation of full quality control of electroplating section. Acted as Manager, Hygiene and Safety, Albion Explosives Factory and investigated a fire in an explosives facility. Departmental representative on Standards Australia committees, CH/10/1 Chemical analysis of ferrous metals, and CH/10/3 Spectrometric analysis of metals.

1984 to 1989 Science 3 Chemist, Explosives Factory Maribyrnong, Department of Defence.

Duties: Manage Laboratories Section, as Head of Laboratories, including chemical and nondestructive testing of explosives, raw materials, paint, propellants, intermediates, polymers and solvents, testing of effluents, management of performance testing of explosives, propellants and paints.

Skills attained: Development of advanced methods of analysis of organic, energetic materials such as nitroglycerine, propyleneglycol dinitrate, initiator compounds.

Achievements: Safe operation of the section for five years, implementation of computer controlled nondestructive testing of polymers and explosives, and rocket motors. Departmental representative on Defence Standardisation Committee on Pyrotechnics and Explosives.

 

1989 to 1993 Chemical Hazards Officer, Telstra Corporation, National Health Safety and Environment group, Melbourne.

Duties: Perform audit of facilities for safety and environment compliance. Undertake assessment of chemical products and other hazardous substances. Participate in development of database of information related to workplace hazardous substances.

Skills attained: Audit and assessment of chemical products and processes.

Achievements: Wrote code of practice for handling explosives, contributed to ISO9004.1 Guide to Quality Management Systems.

1994 to 1997 Quality Assurance Coordinator, Technical Writer, Network Supervisor, Furnace Engineering Pty Ltd, Melbourne.

Duties: undertake configuration management and development of equipment manuals, maintain Autocad environment and undertake systems analysis and development. Maintain Quality Management System through auditing and improvement of policies and procedures. Advise on quality, safety, environmental protection and security, assess subcontractors and other suppliers, coordinate application of quality control within and between departments.

Skills attained: quality management, network management, technical writing.

Achievements: implementation of Quality Management System and certification to ISO 9001, implementation of computer network and successful maintenance for extended period, implementation of efficient system of configuration management which has been profitably applied to two major projects. Successful management of a project involving design, manufacture and supply of a furnace. Development of equipment manuals for a large number of projects with virtually no complaints and some compliments.

From 1997 to 1999, Design Project Officer, ADI Limited, Ordnance Marketing & Product Development, Benalla.

Duties: Provide production development support, with the purpose of implementing new designs into production. Act as consultant on chemical matters relating to design, production and testing of pyrotechnics, explosives used in ordnance items produced at ADI Benalla Facility. Act as Project Manager for the ADI Grenade Project at Benalla.

Achievements: Effected startup of ADI Grenade Project (manufacture), initiated Grenade Cost Reduction Project (automation of manufacture).

In January 1999, I retired to pursue my interest in Risk Management on a part-time basis. My company is Acotrel Risk Management Pty Ltd. I provide a service implementing Integrated Risk Management Systems in various types of organisations. This involves production of Management Manuals including mission and vision statement, policies, and procedures.

I also provide training in Hazardous Substances Management.
