Conducted insurance surveys, simplified stability tests and acted as consultant to Amsec in assessing Regulatory Compliance Survey on-board two 750 ft. Russian R0-R0 in Italy. Surveyed Floating Dock Virginian and Titan to generate worklist for Norshipco. Tonnage Consultant on regulatory tonnage, advised RV Chapman on reduction of 147 tons to less than 300 GT which allowed operation as a Research vessel. Provided Assistant Port Engineer services on Cape Archway. Contracted by PMDS to provide Classification/ Statutory Inspections on Panamanian Flag Vessels from 1995 to 2000.

*Supervised eight inspectors; conducted/coordinated vessel inspections on U.S. and foreign flag commercial vessels for compliance with SOLAS. Conducted extensive plan review, weld procedure approval, and nondestructive testing. Awarded Coast Guard Commendation Medal.

*Key inspector during Ready Reserve Fleet Activation for Desert Shield/Desert Storm; used extensive knowledge of ASME Code and NBIC to evaluate/oversee boiler and pressure vessel repairs on 19 vessels. Earned Coast Guard Achievement Medal for efforts.

*Supervised marine inspector trainee program in Coast Guard designated training ports; coordinated Inspection Department training for experienced inspectors.

* Called as a expert witness during Coast Guard formal investigation of Cape Diamond CO2 incident release to Low Pressure CO2 system..

*Approved repair proposal and supervised repair of grounded container vessel requiring 45 tons of steel repair of grounded container vessel.

*In conjunction with the U.S. Navy Superintendent of Ships, developed system for converting MILSPEC welding procedures, welder qualification record and weld procedure specification to ASME format, significantly reducing paperwork/cost for industry.

*Applied first use of acoustic emission testing and extensively used fluorescent magnetic particle non-destructive testing $4.5M construction project of five LPG bottle barges constructed from pressure vessel tanks over 30 years old.

*Inspector for construction of Juliet 184 Tension Leg Platform project footings and accommodation spaces, with extensive oversight inspection responsibilities for structural fire protection.
