Q. Should a company register in Canada or the US first before being allowed to submit for tenders?

A. Certainly not. Ours is an era of globalisation. Most tenders invite companies worldwide since export companies usually operate with agents, bureaux, offices, warehouses or professional assistance overseas. Additionally, the price of materials vary immensely from one country to another, depending on the time of submission and the state of world currencies.


Q. Can my company submit by fax? or e-mail?

A. A good question. It depends on the asking company or organization. Institutional habits have been remarkably slow in catching up with electronic developments. A number of companies insist on sending their own forms. There are more public institutions accepting submission by fax than private ones, and an even smaller number accepting submissions by e-mail. The reason? Institutions or companies prefer all submissions to be in an identical format for processing. Some fax papers are also of poor quality and make long storage of data disappointing. Processing and storage problems increase for e-mail submissions which in some cases require re-formatting, a process which can be time-consuming for the asking company which has to decide on the amount of time and staff it can afford to spend.


Q.What if I submit too late?

A.Another good query. Deadlines for submitting tenders are usually final, especially here at Global Trade where very little time elapses - usually not exceeding three months in the best cases - between the time when we win the market and the time when the client expects us to deliver the goods overseas. The market is extremely competitive and there is usually a stiff penalty attached to delays in delivery sometimes leading to cancelation. If your submission arrived too late - postmarked -, it will not be usually processed. However, a clause may enable the tenderer to get his submission documents back. The procedure varies. Our advice: do not submit if you are not certain to meet the deadlines. The service is not usually free.


Q.Why pay all those tender checks that you never get back?

A.They usually serve to cover the cost of providing the service to your company or organization: printing, mailing of documents and the data contained in them. Some scholarship granting institutions in the US now use the same method.


Q.I own a small business. My company has submitted so many times and never won a market although we are brighter and more aggressive than those stodgy established old firms that always win. Are the dice cast in advance?

A. This only reflects an unfortunate trend of the market, you are not alone: tenderers outnumber tenders by far. The only way for your company to increase its chances and win a competition is to continue submitting. Certainly, your dynamism and creativity will one day be noticed and things will eventually turn around. The advantage of the larger companies is that they are used to submissions - and sometimes devote a section of their budget to them.
