History:
The Army of Light has been founded in 2260 with the outbreak of the Shadow war.
Many different races including the Minbari, the Narn and the Centauri supported the Army of Light.
They knew that they couldn't stand up against the Shadows alone.
Some of the later members races first had serious doubts on handing over the command of their ships because they didn't believe that Delenn and Sheridan could win
against the Shadows.
This changed when Sheridan urged the Vorlon Ambassador Kosh to send a small Vorlon fleet into a battle against the Shadows.
The Shadow fleet was annihilated within minutes and so the way
for a new alliance was clear.
Babylon 5 became the headquarters of the Army of Light and the Warcouncil was founded. This council leaded the Army of Light and was composed of the Capt. John Sheridan, Delenn, Security Chief Michael Garibaldi, Stephen Franklin and Ranger Marcus Cole. Later former Narn ambassador G'Kar also became a member of this council. The biggest victories against the Shadows were in the Great battle in 2260 and in 2261 during the Battle at Coriana 6. Shortly after the Earth-Civil-War was over, Delenn had the idea for a new alliance between many races. This new alliance was called "Interstellar Alliance" and was finally official founded in 2262 with the signing of the Declaration of Independence. John Sheridan became the first President of the new alliance.

The Humans didn't want to join the alliance at first, because they feared a Minbari domination within the alliance. After Delenn promised to share Minbari technology with all other races, the Humans decided that it is better to be a part of the alliance. The Interstellar Alliance was the biggest union ever recorded in history, composed of about 150 races and 300 systems. Every race was allowed to join but they had to sign the Declaration of Principles. All members stay sovereign and the alliance acts like the "United Nations" back in the 20th Century.
During the first year, the alliance faced its first major threat. An unknown race began attacking member races and colonies. Later Ranger Lenier found out that the Drakh had undermined the Centauri Government and had started a war between the Centauri and the Interstellar Alliance. A fleet of Narn, Drazi and Brakiri forces went to Centauri Prime and laid large parts of the planet surface into ashes.
The Ranger and the WhiteStar fleet are a part of the armed forces of the alliance but they had no right to interfere into the policy of a member race. The WhiteStar fleet patrols the borders of the member races and acts as a kind of "peace keeping force".
